NLT PLANNING COMMISSION MINUTES FOR
The New London Township Planning Commission Meeting opened at 7:00 PM. Present were: Ron Ragan, Chairman; Mary Anne Steel, Vice Chairman; and Members, Charlie Humkey, Martha Straus, and Lynn Klingensmith, Also present was Township Consultant, David Sweet. The minutes were recorded by Maureen Zdun.
There was no public comment.
Ron Ragan asked the Planning Commission if there were any additions or corrections to the October 27, 2016 Minutes. Member Martha Straus requested to have Members who were not present at the meeting to be added to the Minutes. Charlie Humkey made a motion, seconded by Lynn Klingensmith, to approve the October 27, 2016 Minutes. Martha Straus abstained from voting.
Ron Ragan asked the Planning Commission if there were any additions or corrections to the November 9, 2016 Minutes. Charlie Humkey made a motion, seconded by Martha Straus, to approve the November 9, 2016 Minutes. The vote was unanimous.
Bruce Campbell Sketch Plan
Mr. Campbell presented a sketch plan to the Planning Commission proposing to sub divide the property located at 820 State Road into three or more parcels. The Planning Commission reviewed the sketch plan and advised Mr. Campbell the different requirements between a Major Subdivision and Minor Subdivision.
Dean Dungan 5 Paddock Circle
Mr. Dungan addressed the Planning Commission regarding having a second dwelling built on his property for his son. He previously appeared before the Planning Commission in June. At that time he inquired about creating a second lot to construct a single family dwelling. Mr. Dungan was advised by the Planning Commission that he did not have the required amount of road frontage to do that. Mr. Dungan would now like to just add the additional single family dwelling on his 18 ½ acre parcel with out subdividing. The Planning Commission advised Mr. Dungan that would be fine and at this point it is not required for him to appear before the Planning Commission. He was advised to contact the Township Zoning Officer and complete a Building Permit and Zoning Application Permit for the construction of the new dwelling.
Gerry Porter appeared before the Planning Commission on behalf of the Kieras Limited Partnership and presented a Final Subdivision Plan along with the Chester County Planning Commission’s Review Letter regarding the property located at 1360 State Road. The Plan proposed the deed separation of two (2) existing lots along the center line of State Road. The Planning Commission reviewed the Plan and review letter. There was some discussion regarding the Plan.
Ordinance Amendment R – 1 and R – 2 Consolidation
Township Consultant, David Sweet, distributed the latest revision of the New London Township Zoning Ordinance Consolidation of RA, R – 1, and R – 2 District with Related Code Changes dated December 14, 2016. The Planning Commission reviewed the draft. There was some discussion regarding the draft.
On a motion made by Mary Anne Steel, seconded by Charlie Humkey, and approved unanimously the meeting was adjourned at 8:45 PM.
