NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

FEBRUARY 2, 2017

 

The New London Township Board of Supervisors Regular Meeting convened at 7:26 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Gerard Porter; Vice Chairman, Dale Lauver and Member, Mary Anne Steel.

PUBLIC COMMENT

No public comment on agenda items.

ADMINISTRATIVE ACTIONS

Dave Shirey – Township Clean Up Day

Dave Shirey stated that last year’s April 23rd turn out was not good due to rain.  They had 11 workers and they broke the Township up into sections.  A total of 75 bags of trash were picked up.  PennDOT provided 900 trash bags, 80 safety vests, and 7 dozen gloves.

Mr. Shirey advised the Board of Supervisors that they would like to have another Township Clean Up Day this year on Saturday, April 22nd.  He has contacted Pack 41 Boy Scouts, distributed advertising flyers in businesses and would like to advertise with4 x 8 plastic signs.  The cost for the signs is $134.00.  He also advised that a note will be placed in the Avon Grove Sun and Chester County Press.  Information will be given to local churches.

Mr. Shirey advised there will be 27 sections this year.  Chairman, Gerry Porter asked Mr. Shirey to provide a list of what is needed from the Township.  Ron Ragan of Ragan Engineering advised they will pay for the signs.  Township Emergency Coordinator, Dave Flad, will advertise the Clean Up Day on the AGREM radio station.

Bob Lester – Thunder Hill Road

Township resident, Bob Lester addressed the Board of Supervisors and requested that he would like to have Thunder Hill Road resurfaced.  He reported that there is a large pot hole.  Chairman, Gerry Porter reported that the Board will look at it when they ride the roads.  Mr. Porter suggested, that if the Board is in agreement, a top coat could be put on the road.

Cathy Lechette stated that they are not concerned with the width of the road.

Steven Sullivan – Ball Field

Steve Sullivan of the Avon Grove Bulldogs addressed the Board of Supervisors about putting a batting cage on the side of the ballfield.  The materials will be donated by parents of the ball players.  The batting cages would consist of posts with netting that would be removed during the off season.  It was agreed the best location for the batting cage would be on the right field line closest to the outfield fence due to storm water issues.  The ball team will construct and maintain the batting cage with no cost to the Township.  The Board agreed to the proposal.  Township Engineer, Ron Ragan, will determine the best location for the batting cage.

SECRETARY’S REPORT

Resolution No.  2017-2-1 BB & T Designated Depository

On a motion made by Dale Lauver, and seconded by Mary Anne Steel, Resolution No.

2017-2-1 was approved.  The vote was unanimous.

Regular Meeting Minutes

On a motion made by Mary Anne Steel, and seconded by Dale Lauver, the

January 2, 2017 Reorganization and Regular Minutes were approved as presented.  The vote was unanimous.

STAFF REPORTS

Treasurer Report

On a motion made by Dale Lauver, and seconded by Mary Anne Steel, the January, 2017 bills were approved for payment and financial reports were accepted as presented.  The vote was unanimous.

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that the Kieras Subdivision Plan has been withdrawn.  The revisions to the Riparian Buffer Ordinance will be reviewed at the next meeting.  He also advised the Board of Supervisors there may have to be minor changes to the New London Township Park Plan due to storm water issues.  The Flood Plain Ordinance will be adopted after the FEMA maps are approved.

Engineering Report

Township Engineer, Ron Ragan, reported to the Board of Supervisors that storm sewers are being mapped along with other work for MS4 regulations.  MS4 and 537 Plan will be the bulk of the work this year.

Emergency Management

Township Emergency Management Coordinator, Dave Flad, advised the Board of Supervisors that the County sent refresh paperwork to be completed.  The Township needs to register volunteers for emergency events so that they are protected from law suits and will be insured in case of an injury.  The County is looking for debris management information.

Dave Flad advised that AGREM reorganized and Jim McLimans was voted in as President and Dave Flad as Vice President.

Property and Building Use

The repairs to the Mason’s room is almost complete.

Zoning Officer

Trish Fagan reported that thirteen (13) permits were issued in January.  One (1) Use & Occupancy Certificate was issued in January.

NEW BUSINESS

Earned Income Tax

Dale Lauver reported that he contacted Chester County Intermediate Unit regarding New London’s exemption on Earned Income Tax for those earning $10,000.00 or less.

The meeting adjourned at 9:13 PM.
