NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
APRIL 6, 2017

 

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter and Vice Chairman, Dale Lauver and Member, Mary Anne Steel.

PUBLIC COMMENT
No public comment on agenda items.

NEW LONDON TOWNSHIP CLEAN UP DAY
Dave Shirey reported that he wanted to thank Ragan Engineering for paying for the signs for the New London Clean Up Day scheduled for April 22, 2017. Dave stated the Boy Scouts, Cub Scouts, Brownies, and Church groups as well as various other groups have volunteered to help. Charlie Humkey will take care of getting a dumpster.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Dale Lauver, and seconded by Gerry Porter, the March 2, 2017
Regular Meeting Minutes were approved as presented. The vote was unanimous.

STAFF REPORTS

Treasurer Report
On a motion made by Mary Anne, and seconded by Dale Lauver, the March, 2017 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

Planning Commission
Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans. Approximately six (6) Ordinance Amendments will be ready for a hearing on
May 17, 2017. The Board of Supervisor’s approved the Riparian Buffer Ordinance to be submitted to the Chester County Planning Commission.

Engineering Report
Township Engineer, Ron Ragan, reported to the Board MS4 – Finished delineation of outfalls in both White Clay Creek and Big Elk Creek water sheds. More information will be available for the Board of Supervisors to review in May.

New London Township Park
DEP Representative wants the Bog Turtle Phase II Study to be done.

Zoning Officer
Trish Fagan reported that twelve (12) permits were issued in March. One (1) Use & Occupancy Certificate for a Single Family Dwelling was issued in March.

Property and Building Use
A motion was made by Dale Lauver, and seconded by Gerry Porter to approve Yard Clipper’s Proposal for grass cutting of the Township Building for 2017.

Emergency Management
No Report.

Newsletter
The Newsletter is in process.

Road Master
The Board of Supervisors rescheduled the ”Ride the Roads” to April 19, 2017.
Gerry Porter explained the process of inspection and prioritizing projects for the Spring and Summer seasons. Gerry spoke about the intersection of Pennock Bridge and
State Road. He inspected the intersection and determined that signage work would improve the intersection.

OLD BUSINESS

Dale Lauver spoke about Aqua’s decision not to purchase any additional small sewer plants.

The meeting adjourned at 8:10 PM.
