NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
MAY 3, 2017

 

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter and Member, Mary Anne Steel.

Gerry Porter announced that an Executive Meeting was held on April 25, 2017 with the Township Solicitor, Sam McMichael.

Gerry Porter requested a Motion to have the Township Solicitor prepare and advertise a Request for Proposal of the Waste Water Treatment Plant. A Motion was made by Mary Anne Steel, and seconded by Gerry Porter, to have the Township Solicitor prepare and advertise a Request for Proposal of the Waste Water Treatment Plant.
The vote was unanimous.

PUBLIC COMMENT
No public comment on agenda items.

DAVE SHIREY – TOWNSHIP CLEAN UP DAY
Dave Shirey reported that the response for volunteers was awesome. About one hundred seventy (170) to one hundred eighty (180) people showed up to help. Approximately three hundred forty two (342) bags of trash were picked up. Approximately seventy one
(71) Miles of road were cleaned. Dave requested a couple of smaller signs. The Board of Supervisors thanked Dave for his efforts.

RESOLUTION NO. 2017-5-1
Gerry Porter read Resolution No. 2017-5-1, Sale of Avon Grove School District Waste Water Treatment Facility. On a motion made by Gerry Porter, seconded by Mary Anne Steel, Resolution No. 2017-5-1 was approved. The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Mary Anne Steel, and seconded by Gerry Porter, the April 6, 2017 Regular Meeting Minutes were approved as presented. The vote was unanimous.

STAFF REPORTS

Treasurer Report
On a motion made by Mary Anne Steel, seconded by Gerry Porter, the April, 2017 bills
were approved for payment and financial reports were accepted as presented. The vote was unanimous.

Planning Commission
Planning Commission Chairman, Ron Ragan, reported that one minor subdivision was submitted. No development is proposed.

A packet of Zoning Amendments have been advertised for a hearing scheduled on
June I, 2017.

Riparian Buffer Ordinance – A final version has been received from the Brandywine Conservancy.

Engineering Report
Township Engineer, Ron Ragan, reported to the Board that MS4 work continues.

Flood Plain Ordinance – Will look at having a flood plain permit. The language will be added to the Ordinance.

New London Township Park- We need to do four (4) phase studies to look for bog turtles in the Township Park. The first phase found no bog turtles.

Zoning Officer
Trish Fagan reported that twenty (20) permits were issued in April. One (1) Use &
Occupancy Certificate for a Single Family Dwelling was issued in April.

Emergency Management
AGREM submitted a grant request to the mushroom festival and will receive.

Township Roads
Gerry Porter spoke about conditions of various roads in the Township. The meeting adjourned at 8:47 PM.
