NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JUNE 1, 2017

 

The New London Township Board of Supervisors Regular Meeting convened at 7:05 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; Member, Mary Anne Steel.

PUBLIC COMMENT
No public comment on agenda items.

ADMINISTRATIVE ACTIONS
Ordinance No. 2017-01 Creating and Adopting the Official Map of New London Township; Ordinance No. 2017-02 Replacing Section 201.D, R – 3 High Density Residential District with 201.D Reserved and Part 13 Design Standards by Replacing Section 1317 Village Overlay Extension District with Section 1317 Reserved; Ordinance No. 2017-3 Amending the Zoning Map by Reclassifying all Properties in the R – 3 High Density Residential and Village Extension Overlay District to the R – 2 Medium Density Residential District.
On a Motion made by Mary Anne steel, seconded by Dale Lauver, Ordinance Nos.
2017-01, 2017-02, and 2017-03 were approved. The vote was unanimous.

PAT MCKEON – AVON GROVE LIBRARY
Pat McKeon presented the Board of Supervisors with the 2016 Annual Report and thanked the Board for their support.

GUY WHITED / SEBRINA VAN HOY SUBDIVISION
Mary Anne Steel made a motion, seconded by Dale Lauver to approve the Guy Whited / Sebrina Van Hoy Subdivision dated April 17, 2017, after Township Engineer, Ron Ragan approves the plan. The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Mary Anne Steel, and seconded by Gerry Porter, the May 4, 2017 Regular Meeting Minutes were approved as presented. Dale Lauver abstained from voting, as he was not present for the meeting.

STAFF REPORTS

Treasurer Report
On a motion made by Dale Lauver, and seconded by Mary Anne Steel, the May, 2017 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

Planning Commission
Planning Commission Chairman, Ron Ragan, reported that the Guy Whited / Sebrina Van Hoy Subdivision Minor Final Subdivision was approved.

He advised that the Planning Commission is currently working on the Riparian Buffer Ordinance and Flood Plain Ordinance.

Ron also advised that the Planning Commission is going to review the Ordinance to combine R – 1 and R – 2 and eliminate the RA District.

New London Township Park – Ron reported that all three studies showed no bog turtles. We should be receiving report soon. Working to get MPDS

Engineering Report
Township Engineer, Ron Ragan, reported to the Board that the MS4 annual report is due June 9, 2017 and will be submitted. He is working on load rates for removal of ten (10) percent which will require BMP retrofit. Subdivision BMPs may work toward help with the reduction of pollutant load back to 1995. Need thirty (30) day public comment. The report must be submitted by end of September, 2017.

MPDS Permit – Work continues.

New London Township Park – All four (4) phase studies showed no bog turtles in the Township Park. We should be receiving the report soon. The trails and pond will remain in planned locations. The DCNR Grant is good until middle of 2019 and Economic Development Grant is good until the end of 2019.

Property and Building Use
Dale Lauver reported that the sign company and electrician will work together to do the new Township sign. Public water for the Township building was discussed. The broken sprinkler in the office will be fixed.

OLD BUSINESS / NEW BUSINESS
Jennersville Regional Hospital – There was some discussion regarding the sale of the hospital.

Volunteer Fire Fighter Tax Relief Act 72 – There was some discussion on the Volunteer Fire Fighter Tax Relief Act 72.

July 6, 2017 Board of Supervisor’s Business Meeting – Dale Lauver made a Motion, seconded by Gerry Porter, to cancel the July 6, 2017 meeting and to switch the business meeting from July 6, 2017 to July 19, 2017. The vote was unanimous.

The meeting adjourned at 8:00 PM.
