NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

SEPTEMBER 1, 2016

 

The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Dale Lauver; Vice Chairman, Gerard Porter; and Member Mary Anne Steel.

PUBLIC COMMENT

No public comment on agenda items.

ADMINISTRATIVE ACTIONS

Tree Branches In Road

The Board of Supervisors approved letters to be sent to residents about street trees.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Gerry Porter, and seconded by Mary Anne Steel, the

August 4 2016, Board of Supervisors Meeting Minutes were approved as presented.  The vote was unanimous.

STAFF REPORTS

Treasurer Report

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the September, 2016 bills were approved for payment and financial reports were accepted as presented.  The vote was unanimous.

Planning Commission

Ron Ragan reported there are no new plans submitted.

Riparian Buffer Ordinance – The Brandywine Conservancy is working on the amendment.

Ordinance – The Planning Commission is carrying a number of ordinance amendments that will be bundled together for adoption once the Riparian Buffer Ordinance is done.

New London Township Park – The Planning Commission is still exploring the requirements and staffing of a Park and Recreation Committee.

Engineer Report

FEMA – Ron Ragan advised that he is working on a response for FEMA regarding the adoption of the new ordinance.

PADEP MS4 – Ron advised he has been attending PADEP MS4 training for the preparation of the next permit cycle application which is due September 2017.

Storm Water Pond – Mr. Ragan informed the Board of Supervisors there is a Storm Water Wet Pond in Shephard Hollow that is in need of repair.  The home owner is willing to make the repairs if the Township provides the materials.  A design is in the works.

The Board of Supervisors are fine with providing materials for basin repair in Shephard Hollow.

Sewer Meetings – Ron advised that there are some sewer meetings pending.  The Township will need to schedule a meeting with Township Solicitor, Sam McMichael and then others, including Aqua and Brian Campbell.

Township Parking Lot – Ron Ragan advised that he will send a parking lot lay out by the end of next week to Crossan – Raimato.  He will need to meet with Jack Arrell and Dave Harlan to go over the plan.

Zoning Officer

Trish Fagan reported that sixteen (16) permits were issued in August.  No new Single Family Dwellings.  One (1) Use & Occupancy Certificate for a Single Family Dwelling was issued in August.

Newsletter

The newsletter is in process.  The Board of Supervisors would like to include the New London Township Park Plan in the newsletter.

NEW BUSINESS

Chester Water Authority

The Township would like Ron Ragan to call Chester Water Authority to remove the silt fence and raise the hydrant.

Line Painting

The Township will set up line painting for Walnut Glen Road with Dave Harlan.

The meeting adjourned at 8:35 PM.
