NLT PLANNING COMMISSION MINUTES FOR
9/13/2017

The New London Township Planning Commission Meeting opened at 7:00 PM. Present were: Ron Ragan, Chairman; Mary Anne Steel, Vice Chairman; Members, Martha Straus, Charlie Humkey and Lynn Klingensmith. The minutes were recorded by Maureen Zdun.

Public Comment
None.

George D. Duncan Component 2 Sewage Facilities Planning Module
Chairman Ron Ragan read the questions from The Component 4A Review Form to the Planning Commission Members. Martha Straus made a Motion, seconded by Charlie Humkey, to send the completed Component 4A Form to the DEP. The vote was unanimous.

George D. Duncan Final Minor Subdivision Plan
Mr. Duncan was present as the Planning Commission reviewed the Final Minor Subdivision Plan dated June 6, 2017, last revised September 7, 2017. There was some discussion regarding the open items on the Township Engineer’s review letter dated September 11, 2017.

Charlie Humkey made a Motion, seconded by Martha Straus, to approve the George D. Duncan Final Minor Subdivision Plan on condition that all open items in the Township Engineer’s review letter be addressed. The vote was unanimous.

Harold Lester and Donald Testerman Property
Harold Lester and Donald Testerman appeared before the Planning Commission to discuss the possibility of subdividing their 17.98 acre parcel. The Planning Commission discussed that each lot would have to have a 50 foot road frontage. It was mentioned about the possibility of having a road go through from State Road to Thunder Hill Road which would have be to dedicated to the Township. There was some discussion regarding a prior plan dated May 14, 1993, last revised December 1, 1995 to create an easement and have access from Thunder Hill Road through a driveway that is located on the parcel that is owned by PECO. It was noted that the Plan was signed by the Board of Supervisors but there was no recordation seal and that no Right of Way or Easements are shown on the plan. It was recommended that Mr. Lester talk with a surveyor to see if they can find a recorded version of the plan.

Chad Lester Wind Energy
Chad Lester appeared before the Planning Commission to discuss placing a mechanical wind mill on his property located on Thunder Hill Road. This would be used as a power source with an air motor to pump water from the well into the existing dry pond. Martha Straus asked how tall would the wind mill be and Mr. Lester advised it would have a 44 foot tower and with the wind mill added the overall height would be 47 feet. Mr. Lester mentioned that he is not sure where the exact location would be but did say probably would be situated somewhere near the barn. He advised that this is strictly a mechanical pump and that no electricity is needed to operate the wind mill. Ms. Straus inquired about the noise the windmill would produce and Mr. Lester stated that hopefully there would not be any noise from the windmill. It was recommended that Mr. Lester would need to submit a Zoning Permit with supporting documents showing the exact location of the windmill on the parcel.

New London Township Park
There was some discussion regarding the possibility of purchasing the property that is for sale next to the Park.
