NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
APRIL 7, 2016
The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM at the New London Township Building, New London, PA. The following Supervisors were present: Dale Lauver, Gerard Porter and Mary Anne Steel.
PUBLIC COMMENT
No public comment on agenda items.
India Imperatore Subdivision
Jim Fritsch from Regester Associates presented the Subdivision Plan for India Imperatore dated 1-12-2016. The Plan is a minor subdivision with no new construction proposed. A driveway agreement is being prepared by the Applicant’s lawyer. A manure pit and a feeding building will be removed as with the lot line change they would be non-conforming with setbacks. On a motion by Dale Lauver, seconded by Gerry Porter the Board approved the Subdivision with the requested waivers conditioned upon a driveway agreement being prepared by the Applicant’s lawyer and approved by the Township solicitor. The vote was unanimous.
Recreation Lands and Facilities Proposed Ordinance Re-Submission
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the Board agreed to send the Recreation Lands and Facilities proposed ordinance re-submission to Sam McMichael then to the County for the Act 247 review. The vote was unanimous.
ADMINISTRATIVE ACTIONS
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Dale Lauver, seconded by Mary Anne Steel, the March 3, 2016, Board of Supervisors Meeting Minutes were approved. The vote was unanimous.
STAFF REPORTS
Treasurer Report
On a motion made by Dale Lauver, seconded by Gerry Porter, the April, 2016 bills were approved for payment and financial reports were accepted. The vote was unanimous.
Planning Commission
Ordinance work continues. Ron Ragan reported that some residents have expressed interest in serving on the Park Committee. The Planning Commission will interview people and make recommendations to the Board of Supervisors.
Engineer
TMDL – Ron Ragan reported that the TMDL Strategy is about ready to send to the DEP after the 30 day review period is complete.
White Clay Creek Watershed Clean Water Fund – Ron Ragan reported that numerous County agencies as well as water companies are working together to raise money for BMP’s to improve the quality of water in the White Clay Creek watershed.
Zoning Officer
Trish Fagan reported that seven (7) permits were issued in March. One (1) Single Family Dwelling was issued. No Use & Occupancy Certificates were issued in March.
Emergency Management
Dave Flad reported that he will hire an electrician to hook up the generator.
