NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

June 5, 2008

The New London Township Board of Supervisors Regular Meeting convened at 7:35 PM at the New London Township Building, New London, PA.  The following Supervisors were present:   Chairman, Dale Lauver; Member, Gerard Porter. 

PUBLIC COMMENT

No public comment.

SCHEDULED ACTION/PRESENTATION TOPICS

Meadowcroft Knoll – Retention Pond

Ron Ragan gave a report on the Retention Pond that has not been holding water.  Ron spoke with Wayne Megill (Developer) to attempt to resolve this issue.  Bob King from Meadowcroft Knoll explained that the pond is not a retention or detention pond.  The Homeowners Association would like it to be a retention pond and would like a third party engineering firm inspect it to see if it can be a retention pond.  Ron is in favor of having a third party look at it to see if it can be wet pond.  Ron will contact Wayne Megill to see if he will agree to hire a third party.

Avon Grove Library-Louise Haggerty

Louise thanked the Board for approving her as a Trustee on the Board.  She introduced Kim Ringler who stated that New London residents use the Library very often.  She gave an overview of what the library can provide residents.

Newstead Subdivision – Wilkinson Builders

Bill Romanelli, representing Wilkinson, requested that the Tonwship take dedication of the portion of Kings Row Road in front of the Newstead Subdivision.  Mr. Romanelli provided the Deed of Dedication and a Title Report for Newstead.  On a Motion made by Dale Lauver, seconded by Gerry Porter, it was agreed upon to accept $7,730.00 for resurfacing a portion of Kings Row Road.   On a Motion made by Dale Lauver, seconded by Gerry Porter, a deed of dedication for additional right of way in front of the Newstead Subdivsion was accepted.   

Megill/Matsen Extension

On a motion by Dale Lauver, seconded by Gerry Porter, the Megill/Matsen Subdivision Plan dated November 15, 2007 was extended until August 20, 2008.  The vote was unanimous.

New London Ventures Extension

On a motion by Dale Lauver, seconded by Gerry Porter, the Megill/Matsen Subdivision Plan dated October 17, 2007 was extended until August 16, 2008.  The vote was unanimous.

SECRETARY’S REPORT

On a motion made by Gerry Porter, seconded by Dale Lauver, the May 1, 2008 Board of Supervisors Meeting Minutes were approved. 

TREASURER’S REPORT

On a motion made by Dale Lauver, seconded by Gerry Porter, the Bills To Be Paid for June were approved and the financial reports were accepted as presented.  

STAFF REPORTS

Planning Commission

No new subdivision plans have been received.  Comments were received from the County on the  Traditional Neighborhood Design (TND) Ordinance, and it will be ready for Public Hearing in July.  Ron Ragan is meeting June 13th with the County regarding a grant for work on the Comprehensive Plan.

Engineer

Ron Ragan reported that he met with PennDOT regarding Oxford Rd./Olympia/Rt. 896.  The NPDES report will be mailed tomorrow.  Mr. Ragan created 2 maps that show the floodplain in the Township.  Only 2 houses are affected by the new FEMA maps.

Zoning Officer

Trish Fagan reported that fourteen (14) permits were issued in May; three (3) were for single-family dwellings, nine (9) U&O’s were issued; three (3) were for single-family dwellings.

Emergency Management-Agrem Meeting

PEMA has decided to update Title 35 to put in a clause that a common agreement can be created so that small townships can have a regional Emergency Management Committee.
