BOARD OF SUPERVISORS REGULAR MEETING MINUTES May 3, 2007

 

The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Dale Lauver, Robert Barto and Gerard Porter.

PUBLIC COMMENT ON AGENDA ITEMS

No public comment.

ADMINISTRATIVE ACTIONS

Harold T. Lester Final Subdivision Plan

The Board decided to address this item on the Board of Supervisors Work Meeting Agenda.

Cox Final Subdivision Plans

On a motion made by Bob Barto, seconded by Gerry Porter, the Board agreed to accept the Lake Roeder Hillard & Associates extension letter dated April 25, 2007 for the Cox Farm Final Subdivision Plan and the Cox Farm 1-Lot Add-on Final Subdivision Plan.  The vote was unanimous.

Resolution No. 2007-5-1 Joint Participation for the Negotiation of a Franchise Agreement with Verizon

On a motion made by Gerry Porter, seconded by Bob Barto, the Board adopted Resolution No. 2007-5-1 Joint Participation for the Negotiation of a Franchise Agreement with Verizon.  The vote was unanimous.

SECRETARY’S REPORT

On a motion made by Gerry Porter, seconded by Dale Lauver, the April 5, 2007 Board of Supervisors Meeting Minutes with the date of the minutes corrected to read April 5, 2007.  Bob Barto abstained from the vote as he was not present at the meeting.

TREASURER’S REPORT

On a motion made by Gerry Porter, seconded by Dale Lauver, the Bills To Be Paid for May were approved and the financial reports were accepted as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission/Engineer

Ron Ragan met with Jack Arrell to discuss various road projects including Conards Mill Road, Mt. Hope Road and the intersection of Lewisville Road and State Road.  Mike Rebert of PennDOT will provide a schedule of when the track hoe will be available for work on Oxford Road and Route 896.  The New London Presbyterian Church will be seeking dedication of the Lewisville Road extension once the as-built plan and maintenance bond are provided.

Zoning Officer

Eight (8) Building Permits and eight (8) Use and Occupancy Permits were issued in March.

Tax Collector

No report.

Emergency Management

Dale Lauver reported that the weather drill held last month went well.

Newsletter

Work on the newsletter is in progress.

Property & Building Use

The windows in the bell tower will be repaired.

Roadmaster

Dale Lauver reported that Jack Arrell would like to meet with the Board to discuss additional road work and that work on Church Road is progressing.

Road Enhancement Committee

No report.

Assessment Appeals

Two (2) assessment appeal hearings are scheduled.

OLD BUSINESS/NEW BUSINESS

Zoning Amendments

Bob Barto reported that amendments to the Zoning Ordinance are proceeding.  The Board agreed to the Planning Commission’s request to hire David Sweet to assist with the ordinances.

Gannon Companies Conditional Use Hearing

The Gannon Companies Conditional Use Hearing for the property located at 159 Hipkins Road is scheduled for May 23rd at 7:00 PM.

Vision Partnership Program Grant

The Township has requested an extension to the grant deadline for the Village District Amendments.
