REGULAR MEETING MINUTES
SEPTEMBER 3, 2015

The New London Township Board of Supervisors Regular Meeting convened at 7:41 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver, Vice Chairman, Gerard Porter, and Member,

Mary Anne Steel.

PUBLIC COMMENT

No public comment on agenda items.

Hearing for Ordinance No. 2015 – 3

Hearing for Ordinance No. 2015 – 3 was called to order by Chairman, Dale Lauver at

7:30 PM. Gerry Porter briefly explained the Ordinance’s contents. There was no public comment. The hearing was closed at 7:40 PM. The regular Board Meeting convened at 7:41 PM. Motion was made by Gerry Porter, seconded by Mary Anne Steel to adopt Ordinance No. 2015 – 3 Establishing the Adoption of the Regional Government Emergency Services Agreement. The vote was unanimous.

Open Space Preservation

The Board would like more information on the program and will discuss at a future meeting.

Resolution No. 2015- 9-1 – Disposition of Public Records

Dale Lauver read the Resolution to the Board. On a motion made by Mary Anne Steel, seconded by Gerry Porter, Resolution No. 2015-9-1 For the Disposition of Records was approved. The vote was unanimous.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the August 6, 2015 Minutes were approved as presented. The vote was unanimous.

STAFF REPORTS

Treasurer Report

On a motion made by Gerry Porter, seconded by Mary Anne Steel, the September, 2015 bills were approved for payment and financial reports were accepted. The vote was unanimous.

Planning Commission

Ron Ragan reported that no meetings were held in August due to lack of a quorum.

Park Grant – Ron Ragan reported that we should hear in the fall if we will receive grant money.

Engineer Report

Walnut Glen Road – Ron stated that work is progressing on the road.

MS4 – Ron Ragan advised that he will work on the MS4 system for the remainder of the year. Ron will do a spread sheet analysis of sub water and present it to the Board at the October work meeting.

Zoning Officer

Trish Fagan reported that nine (9) permits were issued in August. One (1) Single Family Dwelling was issued in August.

Emergency Management

Dave Flad reported that Chester County signed off on the functional portion of the County radio system. They will now be testing areas for coverage.

AGREM – Ordered AM Radio equipment.

Building Maintenance

Dale Lauver reported that the new above ground oil tank should be installed by the beginning of October.

Road master Report

Walnut Glen Road – Jack Arrell spoke on the progress with Walnut Glen Road. It was agreed to replace the speed hump on the road.

Route 896 and Oxford Road – The Board is in favor of a traffic light.

The meeting was adjourned at 9:52 PM.
