REGULAR MEETING MINUTES
September 4, 2008
The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Member, Robert Barto; Member, Gerard Porter.

SCHEDULED ACTION/PRESENTATION TOPICS
Medic 94 – 25th Anniversary
Bob Hotchkiss CEO of Southern Chester County EMS, Medic 94 presented a plaque to the Board of Supervisors to recognize New London Township’s continued support on their 25th anniversary. Bob Barto, who is on the Medic 94 Board of Directors, spoke about Mr. Hotchkiss and how well he runs the operation and the number of grants he applies for and receives. Mr. Barto also spoke about how Medic 94 paramedics are often recognized on the state or county level for their excellence.
New London Ventures Preliminary/Final Plan
On a motion by Bob Barto, seconded by Gerry Porter, the New London Ventures Subdivision Plan dated October 17, 2007 review period was extended until December 15, 2008. The vote was unanimous.
Twin Chimneys Preliminary Plan
On a motion by Gerry Porter, seconded by Bob Barto, the New London Ventures Subdivision Plan dated October 17, 2007 review period was extended until November 19, 2008. The vote was unanimous.
Logue Final Subdivision Plan
Ron Ragan reported that Ken Crossan would like to file the the Logue Subdivision Plan with the County tomorrow, and that this 2 lot subdivision has been approved. The Township received a letter from DEP indicating that the project qualifies for an exception from the Sewage Planning Module, so the Logues have fulfilled their conditions that were voted on and approved by the Board of Supervisors at the July 16, 2008 Meeting. The Plans were signed by the Board of Supervisors indicating their approval.
896 Saginaw Rd. – Crossan property
Dale Lauver received a request from Ken Crossan to grade and relocate the pole on his lot and the Township has been negotiating with PennDOT to grade and move the pole. Mr. Crossan agreed to wait to put his lawn in, but now that winter is approaching, he would like the Township to take the level area close to finish grade and seed to get him through the winter, and to improve site distance. Mr. Crossan has to rebid his paving job since the bid expired. The Board agreed unanimously that Mr. Crossan get his lawn cleaned up prior to winter, then the Township can do further modifications as needed in the Spring.
New London United Methodist Church Final Subdivision Plan
Ron Ragan reported that the Planning Commission met with Del Webb, a representative of the Church and determined from speaking with Mr. Webb that there was rationale behind moving the property line; that is was not just arbitrarily decided to move the line as set forth on the Plan. Mr. Ragan believes that the Plan should be approved and also mentioned that the well on the property was abandoned properly by Ken Madron. On a motion by Bob Barto and seconded by Gerry Porter, the New London United Methodist Church Final Subdivision Plan dated 1/14/07, revised 9/3/08 was approved. Dale Lauver abstained from the vote since he is on the Church’s Board of Directors.
Joint Comprehensive Plan
Mr. Porter and Mr. Ragan attended the Penn Township Board of Supervisors meeting last night to discuss New London Township’s intent to withdraw from the Joint Comprehensive Plan with Penn Township. Mr. Porter feels that the general consensus was that it was fine among Penn Township’s Supervisors that New London Township go their own way. Mr. Ragan recommended a formal motion to dissolve the Joint Comprehensive Plan with Penn Township. Mr. Ragan believes that we can borrow a lot of information out of the existing plans rather than “reinventing the wheel.” Mr. Ragan feels that we need to waive the 180 day notice requirement, as Penn Township did, and put it in writing and send it to the County to indicate our desire to dissolve the partnership with Penn Township. Mr. Porter motioned to withdraw from the Joint Comprehensive Plan with Penn Township and Mr. Barto seconded the Motion. The vote was unanimous. Mr. Porter suggested that the Board of Supervisors direct Mr. Ragan to form a committee comprised of Board of Supervisors and Planning Commission Members to prepare the New London Township Joint Comprehensive Plan. Mr. Porter volunteered to serve on said Committee.
SECRETARY’S REPORT
On a motion made by Gerry Porter, seconded by Robert Barto, the August 7, 2008 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.
TREASURER’S REPORT
On a motion made by Gerry Porter, seconded by Robert Barto, the Bills To Be Paid for September were approved and the financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Ron Ragan reported that there is no action other than Subdivision Extensions for New London Ventures and Twin Chimneys. He also reported that New London Ventures is preparing a traffic light simulation and will present it to the Board of Supervisors when it is ready.
Engineer
Ron Ragan reported that recommendations from Dan Greig from the Chester County Conservation District, with respect to Meadowcroft Knoll’s retention basin issue was to spread some topsoil or spent mushroom compost and grass seed so it can be mowed. The Board of Supervisors recommends that the basin be repaired by Ron Ragan & Dan Greig’s recommendations.
Zoning Officer
Trish Fagan’s report indicated that 8 permits were issued in August; two (2) were for single-family dwellings, three (3) U&O’s were issued for single-family dwellings.
Tax Collector
Sam McMichael emailed Dale Lauver that the tax collector can be compensated 0-5% of township taxes collected; Mr. Lauver is awaiting a response from Mr. McMichael as to whether office expenses, postage, etc. are to be reimbursed on top of the 0-5%. An answer from Mr. McMichael is needed by October’s meeting.
Emergency Management
Dave Flad reported that an emergency drill involving State Police, the County and Jennersville Hospital will be held on the 10th. Bob Barto reported that a task force is being established to bring a trauma center back to Southern Chester County.

Property & Building Use
Dale Lauver inquired as to the status of the window repairs from the recent vandalism at the Township Building. The windows in the meeting room will be repaired by Cedar Knoll Builders the week ending 9/13/08.
Roadmaster
There was brief discussion regarding continuing the lease agreement on the salt shed. The new Agreements will be sent by the Solicitor to each Board member for their review.

Refuse & Recycling
No activity.
Road Enhancement
No action.
OLD BUSINESS/NEW BUSINESS
There was discussion regarding the upcoming September 17th meeting. Bob Barto will introduce the problem that the Township is having with speeding and traffic control and introduce the various speakers.
