Board of Supervisors Reorganization and Regular Meeting January 7, 2008

NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REORGANIZATION & REGULAR MEETING MINUTES
JANUARY 7, 2008  

The New London Township Board of Supervisors Reorganization Meeting convened at 7:00 PM at the New London Township Building, New London, PA. 

The following Supervisors were present:  Dale Lauver, Robert Barto and Gerard Porter.  Township Engineer, Ron Ragan was present acting as temporary Chairman.   

On a motion by Gerry Porter, seconded by Bob Barto, Dale Lauver was nominated as Chairman of the Board of Supervisors.  Dale Lauver abstained from the vote.  

On a motion by Bob Barto and seconded by Gerry Porter, the nominations for Chairman of the Board of Supervisors were closed.  

On a motion by Gerry Porter, seconded by Dale Lauver, Bob Barto was nominated as Vice Chairman of the Board of Supervisors.  Bob Barto abstained from the vote.  

On a motion by Gerry Porter and seconded by Dale Lauver, the nominations for Vice Chairman of the Board of Supervisors were closed.   Bob Barto stated that the Zoning Hearing Board Solicitor recommended by majority for Brutscher, Foley, Milliner & Land, LLP.  

On a motion made by Bob Barto, seconded by Gerry Porter, the following appointments and re-appointments were made.  The vote was unanimous.

On a motion made by Bob Barto, seconded by Gerry Porter, the following appointments and re-appointments were made.  The vote was unanimous.  

Township Engineer                                           Ragan Associates, Inc. – Fee $85/hr

Township Solicitor                                            R. Samuel McMichael – Fee $175/hr

Township Alternate Solicitor                             Lentz, Cantor & Massey, Ltd. – Fee $150/hr

Zoning Hearing Board Solicitor             Brutscher, Foley, Milliner & Land, LLP- Fee $140/hr

Zoning Hearing Board Alternate Solicitor          John Spangler – Fee $125/hr  

On a motion by Bob Barto, seconded by Gerry Porter, the following items were approved.  The vote was unanimous.  

1.      Two signatures are required on all checks – Board of Supervisor and/or Treasurer.

2.      Bank Depositories are The People’s Bank of Oxford (Penn National) and PLGIT for the Township General Fund.

3.      Bank Depository for the Township State Fund is PLGIT

4.      Bank Depository for all other funds for the Township is PLGIT

5.      Newspapers of Record are the Daily Local News & The Avon Grove Sun.

6.      Township Board of Supervisor’s Meetings for 2007 will be held on the first Thursday and Third Wednesday of each month at 7:30 PM.

7.      Planning Commission Meetings for 2007 will be held on the second Wednesday and last Thursday of each month at 7:30 PM.

8.      Mileage reimbursement rate will be 50.5 cents per mile.

9.      Voting delegate for the State Convention is Trish Fagan.  

The Reorganization Meeting was adjourned at 7:33 PM.   

The Board of Supervisors Regular Meeting convened at 7:35 PM.  

PUBLIC COMMENT

No public comment.  

ADMINISTRATIVE ACTIONS

Resolution No. 2008-1, Emergency Services Designations for 2008. Dale Lauver read the Resolution to the public.  On a motion to approve made by Gerry Porter and seconded by Bob Barto, the Resolution was approved.  The vote was unanimous.  

SECRETARY’S REPORT On a motion made by Bob Barto and seconded by Gerry Porter, the December 6, 2007 Board of Supervisors Meeting Minutes were approved.  The vote was unanimous.   

TREASURER’S REPORT On a motion made by Dale Lauver, seconded by Gerry Porter, the Bills To Be Paid for December were approved and the financial reports were accepted as presented.  There was no public comment.  The vote was unanimous.  

STAFF REPORTS

Planning Commission

The Planning Commission is reviewing three Subdivisions:  Stanwell Tract, Marshall & Matsen Tract. Land Development Plans are being reviewed for New London Ventures & A-Plus (sketch phase) and Concord Pets.   Engineer

New London Presbyterian Church is closing out Performance Guarantee & composing the 18 month Maintenance Guarantee for the Lewisville Road extension.  GIS Tax Parcel data will be ordered with approval from the Board of Supervisors.  On a motion made by Bob Barto and seconded by Gerry Porter, the GIS Tax Parcel data will be ordered.  The vote was unanimous.   Zoning Officer Five (5) permits were issued in December, one (1) of which was for a new home.  Three Use & Occupancy Certificates were issued in December, for single family dwellings.  

Tax Collector

Tax liens will take place on Friday, January 11th.  

Emergency Management

Mike Predmore advised that the AGREM elections took place.  Work on the radio station continues.  

Newsletter

No report.  

Property & Building Use

The Board of Supervisors agreed to look at having public water put into the Township Building.  Sprinkler systems will be explored.  

Roadmaster

Road maintenance work is continuing.  Lewisville Road and Mt. Hope Road will be road projects for this year.  

Refuse & Recycling

No activity.  

Road Enhancement Committee

No activity.  

Assessment Appeals

None.  

OLD BUSINESS

Road name signs will be replaced as needed with Type III material, 6” reflective letters.  The will be green with white letters.  Gerry Porter stated that he would like to see the sewage service areas in the Township decided.  

NEW BUSINESS

Gerry Porter reported that analog signals for TVs will be converted to digital.  Information on coupons for converters is on the website.  

The meeting adjourned at 8:35 PM.
