NLT PLANNING COMMISSION MINUTES FOR
11/11/2015
The New London Township Planning Commission Meeting opened at 7:05 PM. Present were: Ron Ragan, Chairman; Mary Anne Steel, Vice Chairman; Members, Charlie Humkey and Martha Straus, and Lynn Klingensmith; and Consultant, David Sweet. The minutes were recorded by Maureen Zdun.
Minutes
Mr. Ragan asked if there were any corrections or additions to the Minutes for October 14, 2015. Ms. Klingensmith made a motion to approve the Minutes, Ms. Straus seconded the motion. The vote was unanimous.
Brandywine Conservancy – Riparian Buffer
John Theilacker and Seung Ah Byun of The Brandywine Conservancy presented the Planning Commission with a Memorandum assessing the Township’s Riparian Buffer regulations. This Memorandum evaluated the capacity of the Township’s Zoning Ordinance to protect and restore forested Riparian Buffers, an essential component to conserving water quality. The evaluation also considers complementary provisions to the Township’s Subdivision and Land / Zoning Development Ordinance, and recently amended Storm Water Management Ordinance. A copy of this Memorandum is attached.
It was decided that The Brandywine Conservancy will provide the Township with a more detailed map showing the location of buffering required for the proposed Riparian Buffer standards before the Planning Commission decides to proceed.
Miscellaneous Ordinance Amendment
Mr. Sweet distributed the latest draft of the Suggested Amendment re: Proposed Deletion of RA District and Related Changes dated 11/7/15 and the latest draft of the Proposed Consolidation of
R – 1 and R – 2 Districts to Become New R – 1 District. The changes were discussed by the Planning Commission.
The Planning Commission inquired as to whether the Solar and Wind Ordinances had been adopted. It was agreed that Maureen Zdun would inquire with the Township Secretary, Trish Fagan regarding the adoption of the Ordinances

The next Planning Commission meeting will be held on December 9, 2015.
