NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REORGANIZATION & REGULAR MEETING MINUTES January 4, 2021
The New London Township Board of Supervisors Reorganization Meeting convened at 7:00 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.
On a motion by Mary Anne Steel, seconded by Dale Lauver, Gerard (Gerry) Porter was appointed as Chairman of the Board of Supervisors. Gerry Porter abstained from the vote.
On a motion by Mary Anne Steel, seconded by Gerry Porter, Dale Lauver was appointed Vice Chairman of the Board of Supervisors. Dale Lauver abstained from the vote.
On a motion by Gerry Porter, seconded by Dale Lauver the following appointments were approved. The vote was unanimous.

On a motion by Gerry Porter, seconded by Mary Anne Steel, the following appointments and fees were approved with the vote being unanimous:
Township Engineer Ragan Engineering Associates, Inc. – $125/hr.
Township Solicitor McMichael Law Office – $325/hr.
Alternate Solicitor Brutscher, Foley, Milliner & Land, LLP.
Zoning Hearing Board Solicitor Brutscher, Foley, Milliner & Land, LLP – $175/hr.

Building Plan Review/Inspection

On a motion by Gerry Porter, seconded by Dale Lauver, the following designations were approved with the vote being unanimous:

On a motion by Gerry Porter, seconded by Dale Lauver, the following selection of depositories were approved with the vote being unanimous:

On a motion by Gerry Porter, seconded by Mary Anne Steel, the meeting dates for the Board of Supervisor and Planning Commission for 2020 are set as follows by unanimous vote:
Board of Supervisors Regular Meeting 1st Thursday of each month
Board of Supervisors Work Meeting 3rd Wednesday of each month
Planning Commission Regular Meeting 2nd Wednesday of each month
Planning Commission Work Meeting Last Thursday of each month
On a motion by Gerry Porter, seconded by Mary Anne Steel, the set mileage reimbursement rate is 56 cents per mile for 2021. The vote was unanimous.
On a motion by Gerry Porter, seconded by Mary Anne Steel, due to the Covid 19 Pandemic there will be no voting delegate for the 2021 State Convention. The vote was unanimous.
On a motion by Gerry Porter, seconded by Mary Anne Steel, the newspapers of record for 2021 are the Southern Chester County Weeklies and the Daily Local News. The vote was unanimous.
The Reorganization Meeting adjourned at 7:14 PM.
The Regular Meeting of the New London Township Board of Supervisors convened at 7:14 PM via Zoom video conference. Supervisors present were Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.
PUBLIC COMMENT
There was no public comment on Agenda items.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Dale Lauver, the December 3, 2020 Regular Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer’s Report
On a motion by Gerry Porter, seconded by Mary Anne Steel, the January bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported that the ordinance amendments are still on hold until the Township can hold the public hearing, Ron heard from the Brandywine Conservancy with revisions to the Riparian Buffer Ordinance so if the Planning Commission decides to review the revisions they made it may have to go back to the County for review. The Landscape Ordinance will be talked about at the next Planning Commission Meeting. There are no new subdivisions.
Engineer’s Report
MS4 – Ron still waiting to hear back from the DEP.
Hedge Apple Hill Subdivision – Approved and ready to go.
New London Township Park – Wrapping up loose ends on the park. There has been limited success with creating a park committee. Waiting on transformer to be set from PECO. Still waiting on the piers for the bridge to be built.
Zoning Report
Zoning Officer, Trish Fagan reported that ten (10) building permits were issued in December. There was one Use and Occupancy Permit issued for a single family dwelling.
Emergency Management
Emergency Management Coordinator, Dave Flad, gave an update on Covid 19. The county is still working on phase 1a of the vaccination. They are booked up with appointments until March. The Avon Grove School District will support a location to be determined as a vaccination site staffed with volunteers and paid resources. Sheriff or police will also be on site to protect the immunizations.
Building and Property
Township Building – Township Secretary, Trish Fagan, confirmed that the fuel bid numbers were turned into the CCIU. Gerry Porter advised that the bushes along the building were cut back significantly. The brick area above the window is completed. It looks as if the outside window sill on the left bottom window may need to be replaced or scraped and repainted.
815 West Avondale Road – Gerry Porter suggested that the window on the back door will need to be replaced. The door knob is not working and will need to be replaced. He would like to purchase new garage doors with garage door openers.
835 West Avondale Road – Gerry Porter advised there was a fuel delivery.
OLD / NEW BUSINESS
Kirks Mill Road
Dale Lauver suggested there might be something going on with the road. He said there was ice about four (4) inches thick and that possibly something was washed out on road. It was agreed that the Township Road Contractor, Mike Harlan, will take a look.
Pennock Road and State Road Stop
Gerry Porter will have Al Federico work up some numbers for a flashing light.
