NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
DECEMBER 7, 2017
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; Member, Mary Anne Steel.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
Steve Sullivan – Avon Grove Bull Dogs
Mr. Sullivan explained the work that the team has performed on the ballfield. Gerry Porter explained to Mr. Sullivan that the previous agreement with his organization was that they maintain the field in lieu of payment which may need to change due to the amount of days they are requesting to reserve the ballfield. Mr. Sullivan will alter the list of dates and reserve many less days. The Board will review the revised schedule.
2018 Budget
A Motion was made by Dale Lauver, seconded by Mary Anne Steel, the Board approved the 2018 Budget with no increase in taxes. The vote was unanimous.
Resolution No. 2017-12-1, Category 4 Licensed Facility
On a Motion made by Mary Anne Steel, and seconded by Dale Lauver, the Board adopted the Resolution. The vote was unanimous.
Cook Subdivision
The Board discussed the Land Development Plan and will have the Township Solicitor review and send a letter to the Cook’s.
Sandi Bunker
Sandi Bunker stated that she would like to know exactly what will take place on the property at 237 School Road.
Traffic Light
Township Engineer, Ron Ragan asked the Board if they would like to explore grants prior to putting the work out to bid. The Board would like to set up a meeting with Representatives John Lawrence and Senator Andy Dinniman.
STAFF REPORTS
Secretary Report
On a Motion made by Dale Lauver, seconded by Mary Anne Steel, the November 2, 2017 Meeting Minutes were approved as written. The vote was unanimous.
Treasurer Report
On a motion made by Dale Lauver, and seconded by Mary Anne Steel, the December, 2017 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous
Planning Commission
Matsen / Brown Property – Planning Commission Chairman, Ron Ragan, reported that a Sketch for the property will be reviewed by the Planning Commission. He advised there are 29 lots proposed.
Glidden Subdivision – Mr. Ragan advised that the Glidden Subdivision may be sold and put in a conservancy easement.
Syzmanski Property – Mr. Ragan stated there could be a possible 10 acre subdivision.
Engineering Report
Township Engineer, Ron Ragan, reported that Martha Straus is working on the final plan for the park. The Planning Commission and Board of Supervisors will have a meeting to review the plan.
Emergency Management
Dave Flad reported that the radio signs have been received.
Township Roads
Township Road Master, Jack Arrell, reported that the intersections at Pennock Bridge Road and State Road and West Avondale Road and State Road have been the source of complaints about sight distance. The Board was in agreement for work to start on the two intersections.
It was agreed to have Dave Harlan trim the trees at Surrey Hills.
Property and Building
It was agreed to throw the damaged Supervisors chairs in the dumpster.
The electric to 815 West Avondale Road will be transferred to the Township.
Zoning Officer
Trish Fagan reported that five (5) permits were issued in November.
NEW BUSINESS
815 West Avondale Road
Gerry Porter reported that New London Township purchased the property which is next door to the Utility Building.
The meeting adjourned at 9:00 PM.
