NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES December 2, 2021
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.
PUBLIC COMMENT
There was no public comment on Agenda items.
Executive Session
An executive session was held on November 23, 2021 to discuss legal issues.
Perry Spevack
Mr. Spevack gave an overview of stormwater issues on his property. The Township in the early 2000’s did some work to alleviate the problem. Mr. Spevack wants the Township to restore the property to how it was nineteen (19) years ago. Township Engineer, Ron Ragan, and the Township Road Contractor will visit the property tomorrow. Permission was granted by the Board for a silt sock to be placed along the cul-de-sac to keep the water within the right of way.
Baseball Field Rental
Currently the Avon Grove Bull Dogs use the majority of dates for their ball games in exchange for them maintaining the ballfield. A new team would like to utilize the field and pay the fee.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Mary Anne Steel, the November 4, 2021, Regular Meeting Minutes were approved as presented. Dale Lauver abstained from voting as he was not in attendance.
Treasurer’s Report
On a motion by Gerry Porter, seconded by Dale Lauver, the December bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported there are no new subdivisions. Work still in process for the Landscape Ordinance. It will be discussed at the meeting next week.
Engineer’s Report
Township Engineer, Ron Ragan, reported that stream bank restoration is being explored. This would help with MS4 load reduction credit.
The County Act 167 Stormwater Ordinance draft is being reviewed by Ron.
Zoning Report
Zoning Officer, Trish Fagan, reported that nine (9) building permits were issued in November. There were two (2) Use and Occupancy Permits issued.
Emergency Management
The Township Emergency Management Coordinator, Dave Flad, will attend a seminar on pipelines on Friday hosted by Colonial Pipeline Co. The Township will need to adopt a Resolution on Hazard Mitigation Plan from the County after review by the Board of Supervisors.
OLD / NEW BUSINESS
Representative John Lawrence
Gerry Porter will contact Representative Lawrence to request a draft Resolution to send to the County Commissioners requesting that the Camp Bonsul Road bridge be replaced with another covered bridge. Gerry will also talk to Representative Lawrence about the Pennock Bridge Road bridge.
