NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
DECEMBER 6, 2018

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; and Member Mary Anne Steel.

PUBLIC COMMENT
No public comment on agenda items.

Szymanski Subdivision
An extension letter was received from Ken Crossan of Crossan Raimato, Inc. dated November 1, 2018, offering an extension for the review of the Szymanski subdivision plan until March 11, 2019.

On a Motion made by Dale Lauver, seconded by Mary Anne Steel, the Board of Supervisors agreed to grant the extension. The vote was unanimous.

2019 Budget
A Motion was made by Dale Lauver, seconded by Mary Anne Steel, to adopt the New London Township 2019 Budget. The vote was unanimous.

Township tax rates will not be increased.

SECRETARY’S REPORT

Regular Meeting Minutes
On a motion made by Mary Anne Steel, seconded by Dale Lauver, the October 4, 2018 Regular Meeting Minutes were approved as presented. Gerry Porter abstained from voting as he was not present for the meeting.

On a Motion made by Dale Lauver, seconded by Mary Anne Steel, the September 19, 2018 Work Meeting Minutes were approved as presented. The vote was unanimous.

On a Motion made by Dale Lauver, seconded by Mary Anne Steel, the October 17, 2018 Work Meeting Minutes were approved as presented. The vote was unanimous.

Treasurer Report
On a motion made by Dale Lauver, seconded by Mary Anne Steel, the December, 2018 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission
Ron Ragan advised the Board that the Bowwood Subdivision is still in process. The Conditional Use Hearing was continued to December 19, 2018.

Engineer’s Report
537 Plan – Township Engineer, Ron Ragan, spoke with Spence Andress of Government Specialists regarding designating a sewer service area.

Wheatland Farms – Developer, Brian Campbell, will pay for snow removal of portions of Mill House Drive that is not dedicated at this time.

West Avondale Road Bridge – Ron Ragan met with Ingram Engineering to discuss the repairs.

MS4 – Work is continuing.

New London Township Park
Work continues on the bid package so work can begin in the Spring of 2019. There will be a presentation of the park to the Board of Supervisors at the work meeting scheduled on January 16, 2019.

Property And Building Use
815 West Avondale Road – The roof replacement is complete. A check in the amount of $5,645.00 is required to close out the roofing project. Chimney removal and siding replacement still needs to be completed.

A Motion was made by Mary Anne Steel, seconded by Gerry Porter, to approve the final payment of $5,645.00 for the roof at 815 West Avondale Road. The vote was unanimous.

835 West Avondale Road – Gerry Porter reported that the heater has been inspected and is working properly.

Zoning Officer
Trish Fagan reported that eleven (11) permits were issued in November. One (1) was issued for a single family dwelling in November.

The meeting adjourned at 9:00 PM.
