NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
April 1, 2021
The New London Township Board of Supervisors Regular Meeting convened at 7:05 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.
PUBLIC COMMENT
There was no public comment on Agenda items.
Yard Clipper Inc. Proposal
The Township received two (2) proposals from Yard Clippers, Inc. The first proposal is for lawn maintenance of the Township Buildings in the amount of $15,054.18 and the second proposal is for lawn maintenance of the park in the amount of $6,145.00.
A Motion was made by Gerry Porter, seconded by Mary Anne Steel, to accept both proposals from Yard Clippers, Inc. totaling $21,199.18. The vote was unanimous.
New London Township Park Official Opening
The Board agreed to have the swings installed and open the new tot lot. Township Engineer, Ron Ragan, said Lechmanik still needs to finish some work to the fountain and he will ask him to hang the swings. Ron spoke with Chip Kepler of Cedar Knoll who said he has the parts to install the steps on each side of the wetlands bridge. It was agreed to wait on renting the pavilion until the formal opening of the park.
2021 Road Projects
Township Road Master, Gerry Porter, presented the Board a list of potential road projects to be completed this year.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Mary Anne Steel, the March 4, 2021 Regular Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer’s Report
On a motion by Gerry Porter, seconded by Dale Lauver, the April bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans. They are still working on the Landscape Ordinance.
Engineer’s Report
MS4 – Ron is working on MS4 loads.
New London Township Park – Ron said we are still waiting on PECO to hook up the electricity.
Wheatland Farms Waste Water Treatment Plant – Brian Campbell has some questions. He would like to be on the Agenda for the April 21, 2021 work meeting.
Zoning Report
Zoning Officer, Trish Fagan reported that thirteen (13) building permits were issued in March. There were no Use and Occupancy Permits issued.
Emergency Management
Emergency Management Coordinator, Dave Flad, gave an update on Covid 19. Dave reported that vaccination supplies are coming up. The Chester County Health Department will be moving their vaccination site from the Red Clay Room in Kennett Square to the YMCA in Jennersville.
Dave advised that the County is pushing residents to sign up on Smart 911 for anyone with special needs. Assistant Secretary, Maureen Zdun, will advertise on the Township website.
The Chester County Mitigation Plan is in the public comment phase and will be closing soon. To view you can go to the PEMA page and select FEMA. It will come back to the individual municipalities for adoption.
Building and Property
Township Building – Gerry reported that the window sill closest to the walkway will need to be replaced. It was agreed to have it replaced with a vinyl maintenance free sill. Chester Water Authority has hooked up water to the building.
Township Salt Shed – The light was reinstalled on the side of the salt shed.
815 West Avondale Road – Gerry advised that the electrical work was completed and now functioning.
OLD / NEW BUSINESS
Covid Relief Money
Gerry reported that the Township is eligible to receive covid relief money from the Federal government. It will be received in two (2) installments. It is recommended to set up a separate account for the funds. The Township has until 2024 to use the funds.
