NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
May 2, 2019
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver and Member, Mary Anne Steel.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
Avon Grove School District – Dennis Pagan
Dennis Pagan of the Avon Grove School District explained that the school district was exploring solar panels for the new high school from Dynamic Energy. The solar company would like to put a solar farm on the 34 acres next to the Intermediate School in New London Township. The school district could receive approximately $85,000.00 per year.
2065 Kings Row Road Waiver
The applicant does not meet the total loading ratio requirement of 8:1 per the PA Storm
Water BMP Manual. The Board approved the waiver.
Neville Property Driveway
There was some discussion regarding the Neville Property. It was agreed to modify the easement and send a letter to invite the three (3) homeowners affected to attend the Board of Supervisors Work Meeting on May 15, 2019 to discuss the easement.
Traffic Light Change Order
Motion was made by Gerry Porter, and seconded by Mary Anne Steel, to approve the traffic light change order and add $7,541.68 to the project. The vote was unanimous.
SECRETARY’S REPORT
Regular Meeting Minutes
On a Motion made by Gerry Porter, and seconded by Dale Lauver, the April 4, 2019 Regular Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer Report
On a Motion made by Gerry Porter, and seconded by Dale Lauver, the May, 2019 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Chairman, Ron Ragan, reported that Christian Campbell is working on the final plan for Bowwood.
Melasecca Plan – Waiting on sewage module.
Engineer’s Report
Township Engineer, Ron Ragan, reported that there has been no answer from the DEP on the MS4 Township complaint.
West Avondale Bridge Repair – Work may start either next week or the following week.
Emergency Management
Emergency Coordinator, Dave Flad, reported that the County is switching from the Knowledge Center to Web EOC.
Zoning Officer
Trish Fagan reported that twenty (20) permits were issued in April. Two (2) for Single Family Dwellings and one (1) Use and Occupancy was issued.
