NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JUNE 14, 2018
The New London Township Board of Supervisors Regular Meeting convened at 7:03 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; and Member Mary Anne Steel. Vice Chairman, Dale Lauver was not present.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
John Kelly and Other Oxford Road Residents
John Kelly, a resident of Oxford Road, along with other neighbors, presented to the Board of Supervisors a Petition signed by residents who are requesting that action be taken to control speeding on Oxford Road. According to the residents it has been an ongoing problem, and with a recent accident, they believe that actions need to be taken and have requested speed bumps be installed on Oxford Road. Sgt. Crayton of the Pennsylvania State Police was present for the meeting and commented on the feed back from residents and indicated that they could increase their presence on Oxford Road. He also suggested that the residents contact the State Police if they have issues. Gerry Porter discussed other potential options and advised the residents that the Township would explore options and respond to the residents.
Melvin Stoltzfus – 667 West Avondale Road
Melvin Stolzfus and family were present at the meeting regarding the construction of an approximately 9,000 square foot tobacco shed to be constructed on his property at
667 West Avondale Road. Mr. Stoltzfus is requesting a waiver from the land development plan requirement in our ordinance. New London Township Engineer, Ron Ragan, commented that the Planning Commission is working to amend the ordinance to allow for agricultural accessory building to be constructed without triggering a land development plan, however, they would require a building permit and storm water management be be completed.
Motion was made by Gerry Porter, seconded by Mary Anne Steel, to grant a waiver and to not have to do a land development plan to build a 9,000 square foot tobacco shed at 667 West Avondale Road. The vote was unanimous.
Lynn And Dave Shirey
Lynn Shirey asked that the Township fix the pot hole located at Route 896 and State Road by filling it in. Also, she requested that something be done about the commercial trash haulers who are violating the ordinance by emptying dumpsters before 6:00 AM. She asked that the Township take some action on this issue. A discussion ensued regarding whether we can fine the haulers or rescind permits for violations.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Gerry Porter, and seconded by Mary Anne Steel, the May 2, 2018 Minutes were approved as presented. The vote was unanimous.
Treasurer Report
On a motion made by Mary Anne Steel, and seconded by Gerry Porter, the June, 2018 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Ron Ragan advised that progress is being made on the new consolidated R – 1 Ordinance as well as work on an Intensive Agriculture Ordinance. Mr. Ragan provided an MS4 update on the permit application from last September. The MPDS permit application for the park was kicked back requiring additional testing beyond the 4 infiltration test holes already done. He is hoping for a Fall start for the part at this point.
Engineer Report
Ron Ragan stated that he had spoken with Spence Andress and that Brian Campbell was agreeable to sharing in the cost of the 537 Plan. However, Brian has requested a break down on the cost so Ron will request an estimate from Spence Andress.
Property and Building Use
Gerry Porter gave an update on the tax exemption hearing for the recently purchased property at 815 West Avondale Road, which he attended on June 12, 2018. He advised that the Assessment Board indicated that they will notify the Township by mail when a decision has been rendered.
OLD / NEW BUSINESS
Oxford Road Traffic Light
Gerry Porter advised that he spoke with State Representative, John Lawrence, regarding the traffic light at Oxford Road and potential funding. Representative Lawrence gave him some contact information on available grants.
Route 896 and Violet Lane Traffic Light Repairs
Gerry Porter stated that repairs had been made to the traffic light at Route 896 and Violet Lane. He suggested that we have the Avon Grove School District participate in payment of the invoice.
Harlan Construction – Road Work
Gerry Porter advised the Board of a positive response from residents in Manchester to the road work that Harlan Construction has done in their community.
