6-3-2021 Board Of Supervisors Regular Meeting Minutes

The New London Township Board of Supervisors Regular Meeting convened at 7:05 PM via Zoom video conference.  The following Supervisors were present:  Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.

PUBLIC COMMENT

There was no public comment on Agenda items.

Glen & Patty Scarcelle Agricultural Security Area

A Motion was made by Gerry Porter, seconded by Dale Lauver, to accept the Glen and Patty Scarcelle application for the addition of an agricultural security area dated December 4, 2020.    The vote was unanimous.

Resolution No.  2021-6-1 Recommending to permit use of virtual meeting platforms

A Motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve Resolution No.  2021-6-1 recommending that the Pennsylvania General Assembly adopt legislation to permit the use of virtual meeting platforms for public meetings held by municipalities.  The vote was unanimous.

Resolution No.  2021-6-2 to acquire the property at 960 State Road, West Grove, PA

A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve Resolution No.  2021-6-2 declaring New London Township’s intent to acquire the real property located at 960 State Road, West Grove, PA.  Mary Anne Steel abstained from voting.

Park Pavilion Rental Fee

There was some discussion regarding the rental fees on the Pavilion Rental Agreement.

A Motion was made by Gerry Porter, seconded by Dale Lauver, to add the fees on the Pavilion Rental Agreement to the Fee Schedule.  The rental fee for Pavilion 1 (one), next to the Township Building, for New London Township residents is $70.00 plus a $100.00 cash deposit and for non residents the fee is $150.00 plus a $100.00 cash deposit.    The rental fee for Pavilion 2 (two) for New London Township residents is $150.00 plus a $100.00 cash deposit and for non residents the fee is $300.00 plus a $100.00 cash deposit.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Mary Anne Steel, the May 6, 2021 Regular Meeting Minutes were approved as presented.  The vote was unanimous.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Dale Lauver, the June bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Planning Commission Chairman, Ron Ragan, reported that there are no new subdivision plans.  They will be reviewing the next draft of the Landscape Ordinance at the next Planning Commission Meeting.  They plan to hold the next meeting in person.

Engineer’s Report

MS4 – Ron is still waiting to hear from the DEP.

New London Township Park – Ron advised that we are waiting on the electrician to finish the work.  We have all the components from Denney Electric.

Dennis Lafferty – Alpine Estates – Ron reported that he met with Dennis Lafferty about drainage issues on Sonny Place. He explained that the pipe from Olympia drains the stormwater to the pond and has eroded a gully leading from the drain pipe to the pond.  He is requesting whether or not the Township will help him stabilize it.  Right now it over flows to his recreation pond.  Ron said while looking at the pipe it looks to be significantly starting to rust out.  It was agreed to get an estimate of what it would cost to stabilize it.  The Board also agreed to have Mike Harlan take a look at the pipe.   Ron, Gerry, and Mike will go to inspect the property.

Zoning Report

Zoning Officer, Trish Fagan, reported that twenty (20) building permits were issued in May.  There was one (1) single family dwelling permit issued.   There were three (3) Use and Occupancy Permits issued.

Building and Property Report

Gerry reported that Fran Taylor is planning on replacing the damaged window sill on the Township office building.  He will have to do it on a Saturday.  Dale mentioned that the flashing on the chimney will need to be inspected.  When he takes a look at the Utility Shed roof, he will take a look at the Township building roof.

The new garage doors were ordered and should be coming in very soon.

Pressure washing is scheduled to be done on 815 West Avondale Road and 835 West Avondale Road.

OLD / NEW BUSINESS

960 State Road, West Grove, PA

Mary Anne Steel advised that settlement is scheduled for June 18, 2021 at 9:00 AM.

Wheatland Farms Waste Water Treatment Plant

Gerry suggested that we advise Brian Campbell and Spence Andres of the Township’s intention to take over the waste water treatment plant.

Medic 94 Capital Campaign

Gerry Porter asked the other Board Members to put the link to the Medic 94 Capital Campaign on the Township website.  It was agreed to place the link on the Township website.

Dale Lauver advised that he will not be able to attend the June 16, 2021 work meeting.  It was agreed there will be no work meeting for June 2021.

The meeting was adjourned at 8:50 PM.
