NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
JULY 11, 2019
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter, Vice Chairman, Dale Lauver, and Member, Mary Anne Steel.
PUBLIC COMMENT
No public comment on agenda items.
The Board of Supervisors held an executive session to discuss property issues. The Board of Supervisors authorized Mary Anne to proceed with preparing an agreement.
ADMINISTRATIVE ACTIONS
Andy Arnold – No Impact Home Occupation Application
Motion was made by Gerry Porter, and seconded by Mary Anne Steel to approve Andy Arnold’s No Impact Home Occupation Permit at 710 Saginaw Road to keep bee hives for bottling and harvesting honey. The vote was unanimous.
Road Maintenance and Tree Work Bid Results
Only one (1) bid was received for road work. That bid was from Harlan Construction.
There were no bids received for tree work.
On a Motion made by Gerry Porter, and seconded by Dale Lauver the road work bid was awarded to Harlan Construction. The vote was unanimous.
SECRETARY’S REPORT
Regular Meeting Minutes
On a Motion made by Gerry Porter, and seconded by Mary Anne Steel, the June 6, 2019 Regular Meeting Minutes were approved. Dale Lauver abstained from voting as he did not attend the meeting.
Treasurer Report
On a Motion made by Gerry Porter, and seconded by Dale Lauver, the July, 2019 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Chairman, Ron Ragan, reported by Memorandum dated July 11, 2019 that three (3) pending ordinances are at the Chester County Planning Commission for the Act 247 review.
Szymanski Subdivision – Township solicitor, Sam McMichael, will defend the Township’s denial due to lack of compliance with the conditional approval.
Cook Brothers Land Development Plan – We are waiting on the revised cost opinion.
Melasecca Subdivision – The Sewage Planning Modules were just filed. Once the
PA DEP approves them, the subdivision should be ready for action. The Planning Commission already recommended approval.
New London Presbyterian Church – They are having a zoning hearing about coverage issues.
The Planning Commission is currently working on two (2) other ordinance amendments; accessory dwelling and riparian buffer.
Engineer’s Report
Township Engineer, Ron Ragan, reported by Memorandum dated July 11, 2019, that Jurich Excavating is working on the West Avondale Road bridge. Scouring was worse than the Penn DOT diving report presented. As a result, there will be a change order coming.
MS4 – We still have not heard back from the PA DEP about the ag land. I recommend proceeding with the mapping and getting that resubmitted and approved by the PA DEP. Then we can decide how we propose to treat the ag land contained with in our new planning area.
Park Bid – The bid package has cleared the County and is being reviewed by the DCNR. The bid should be ready to go out next week. With the inclusion of the renovation of the existing park facilities on the existing property the estimate is almost double the original estimate. We are proposing to bid the entire package and award the contract as a Chinese menu selection of the line items we want to include with in our budget.
Zoning Officer
Trish Fagan reported that eleven (11) permits were issued in June. There were no Use and Occupancy permits issued.
