NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
AUGUST 1, 2019

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; and Member, Mary Anne Steel.

PUBLIC COMMENT

No public comment on agenda items.

ADMINISTRATIVE ACTIONS

Avon Grove Library – Lori Schwabenbauer and Pat McKeon
Pat thanked the Board for the contribution to the library. The statistics were given by Lori. She explained that they came in first for preschool and early team participants. They have a reading room and will be adding tech tools for the community.

Melasecca Subdivision
Ashley Melasecca presented the Final Minor Subdivision Plan dated January 18, 2019, latest revision August 1, 2019.

On a motion made by Mary Anne Steel, and seconded by Dale Lauver, the Angelo M. and Ashley M. Melasecca Final Minor Subdivision Plan dated January 18, 2019, latest revision, August 1, 2019 was approved. Gerry Porter abstained from the vote.

Malini Shah
Malini Shah introduced Kathy Dale the Resolution Coordinator for the Chester County Chapter of Fair Districts, PA. She presented a sample resolution proposing support of a fair, fully transparent, impartial and depoliticized process of the decennial drawing of state legislature and congressional districts. The Board will review the sample resolution.

SECRETARY’S REPORT

Regular Meeting Minutes
On a Motion made by Dale Lauver, and seconded by Mary Anne Steel, the July 11, 2019 Regular Meeting Minutes were approved. The vote was unanimous.

Treasurer Report
On a Motion made by Gerry Porter, and seconded by Dale Lauver, the August, 2019 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission
Chairman, Ron Ragan, reported the following:

New London Presbyterian Church Subdivision – Should be moving forward with Zoning Hearing.

Bowwood Subdivision – In process.

Zoning Amendments – will address comments from the Chester County Planning Commission regarding the Riparian Buffers and Accessory Dwelling Ordinance Amendments.

MS4 – waiting for decision from PADEP related to agricultural lands being included.

Park Plan Bid – the bid package has been approved by the three agencies providing the grants.

Lester, Jr. property Land Development Plan – Ron will contact the township solicitor, Sam McMichael.

Engineer’s Report
Township Engineer, Ron Ragan, reported that the West Avondale Bridge repair is complete except for repair of land disturbances.

Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that there will be weather stations placed along the pipeline route.

Dave also mentioned that all Emergency Coordinators are required to have mandatory training which the County provides. They will hold a night time training for those who work during the day.

AGREM – Will participate in National Night Out.

Zoning Officer
Trish Fagan reported that five (5) permits were issued in July. There were no Use and Occupancy permits issued.

NEW BUSINESS

Gerry Porter reported that he attended the Medic 94 EMS presentation for municipal officials. A new model for EMS funding was presented.
