The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel.

PUBLIC COMMENT

There was no public comment on Agenda items.

Rob Santoleri – TerraSol Energies, Inc.

Rob Santoleri of TerraSol Energies, Inc. asked the Board of Supervisors for a waiver from the New London Township Ordinance that states that ground mounted solar panels are considered impervious cover.  The DEP considers them pervious.

Motion was made by Gerry Porter, seconded by Mary Anne Steel, to grant a waiver from the New London Township Ordinance that states that the ground mounted solar panels are considered impervious cover.  The vote was unanimous.

A Motion was made by Gerry Porter, seconded by Mary Anne Steel, to have the

Planning Commission update the Ordinance that states that ground mounted solar panels are considered impervious cover to comply with DEP regulations.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion by Gerry Porter, seconded by Mary Anne Steel, the July 1, 2021 Regular Meeting Minutes were approved as presented.  The vote was unanimous.

Treasurer’s Report

On a motion by Gerry Porter, seconded by Dale Lauver, the August bills were approved for payment and the financial reports were approved as presented.   The vote was unanimous.

On a motion by Gerry Porter, seconded by Mary Anne Steel, the Amtrust invoice in the amount of $1,664.00 was approved for payment.  The vote was unanimous.

STAFF REPORTS

Planning Commission

A report was submitted by Planning Commission Chairman, Ron Ragan, which stated that there are no new subdivision plans.   We plan to review the landscape ordinance at the next work meeting at the end of this month.  There is a good chance that the August 11, 2021 regular meeting will be cancelled.

Engineer’s Report

Ron Ragan submitted a report which stated:

MS4 – Ron has received emails from the PA DEP for the other three (3) Townships that he submitted with suggested dates for the completion of the MS4 plans.  He has not seen an email for New London Township, but it is likely coming.  The lady at the PA DEP knows that he is working on four (4) Townships at the same time, so she may be tabling New London Township for a short period so he is not facing a deadline for all four (4) at the same time.

Hedge Apple Hill – The USPS said they have to have a cluster mailbox to serve the twenty three (23) lots.  Christian Campbell is putting together a plan to show a possible location near the bus parking.

New London Township Park – The electric is about seventy five percent (75) complete.  We are waiting on PECO to put in the transformer.  Ron received a call from Cedar Knoll saying they are trying to schedule the bridge work.

Zoning Report

Zoning Officer, Trish Fagan, reported that sixteen (16) building permits were issued in July.  There was one (1) single family dwelling permit issued.  There were three (3) Use and Occupancy Permits issued.

Emergency Management

The Township Emergency Management Coordinator, Dave Flad, reported that the PennDOT Maintenance Department has hired a new manager.   He also reported that the County posted information regarding evictions for Chester County residents.

Building and Property Report

Gerry Porter advised that he met with Joe Wilson form Yard Clippers regarding the mowing at 960 State Road.   He also contacted two (2) companies about demolishing the building at 960 State Road.

OLD / NEW BUSINESS

New London Township Roads

New London Township Road Contractor, Mike Harlan, reported that Oxford Road resurfacing has been completed.  Line stripping will follow.  Roadside mowing has been in process.  The bamboo on Saginaw Road will be cut tomorrow.  Mike advised that the pipe work in the Locust Ridge Subdivision is scheduled for Monday and Tuesday of next week.  State Road milling and resurfacing will start on Wednesday, August 11, 2021.
