NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES September 2, 2021
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Gerard Porter, Chairman and Dale Lauver, Vice Chairman. Supervisor, Mary Anne Steel was not present.
PUBLIC COMMENT
There was no public comment on Agenda items.
Paul Stock – No Impact Home Occupation
A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve the No Impact Home Occupation Permit of Paul Stock for a consulting business. The vote was unanimous.
Elaine Paige – Quilts of Valor
Elaine Paige a group leader for the Quilts of Valor Foundation gave an overview of the program. She asked to use the New London Township Building meeting room once a month for a meeting and to sew quilts.
A Motion by Gerry Porter, seconded by Dale Lauver, to approve the Quilts of Valor to utilize the meeting room on the second Friday of each month from 10:00 AM to 2:00 PM. The vote was unanimous.
Resolution No. 2021-9-1 Disposition of Public Records
A Motion was made by Gerry Porter, seconded by Dale Lauver to approve Resolution No. 2021-9-1 for Disposition of Public Records. The vote was unanimous.
Avon Grove Bulldogs Baseball Team
A Motion was made by Gerry Porter, seconded by Dale Lauver, to grant the request of the Avon Grove Bulldogs Baseball Team for an additional night, Wednesday, and to provide twenty (20) tons of Diamond Tek for the field. The vote was unanimous.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Dale Lauver, the August 5, 2021, Regular Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer’s Report
On a motion by Dale Lauver, seconded by Gerry Porter, the September bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported there are no new subdivisions. There are revisions being made on the Landscape Ordinance. They will have a draft to the Board of Supervisors by the end of October.
Engineer’s Report
Township Engineer, Ron Ragan, reported that the post office has informed the Developer, Christian Campbell, that the mailboxes for Hedge Apple Hill will need to be clustered. Parking for buses is the suggested place for the mailboxes.
New London Township Park – The Park is wired and awaiting PECO to set transformers on the 6 th and energized on the 27 th. Then the pump can be hooked up. The Park bridge now has steps and handrails.
Perry Spevak Property – It was agreed that the Township Road Contractor, Mike Harlan, and Ron will visit the property.
Zoning Report
Zoning Officer, Trish Fagan, reported that fourteen (14) building permits were issued in August. There was one (1) single family dwelling permit issued. There were no Use and Occupancy Permits issued.
Emergency Management
The Township Emergency Management Coordinator, Dave Flad, reported that New London Township faired fairly well during the storm except for the loss of the Camp Bonsul Road Bridge and the damage to the Route 841 bridge. Dave gave the County situation report information to the Board of Supervisors.
Road Master Report
Gerry Porter advised that Oxford Road and State Road have been top coated. Road striping will take place soon.
Base repair will be taking place on State Road, east of Route 896 and on Lewisville Road from State Road to Saginaw Road
OLD / NEW BUSINESS
West Grove Fire Company
Gerry Porter gave a report from the West Grove Fire Company meeting that he attended.
The meeting was adjourned at 8:30 PM.
