NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
SEPTEMBER 5, 2019

The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver; and Member, Mary Anne Steel.

PUBLIC COMMENT
No public comment on agenda items.

ADMINISTRATIVE ACTIONS

New London Presbyterian Church Subdivision
Ron Ragan gave the history of the subdivision. The Plan has been revised to meet ordinance regulations. The Planning Commission recommended approval of the Plan dated February 1, 2019, latest revision August 8, 2019. Motion was made by Gerry Porter, and seconded by Mary Anne Steel, to approve the New London Presbyterian Church Subdivision Plan dated February 1, 2019, latest revision August 8, 2019.
The vote was unanimous.

Avon Grove Bull Dogs
Mike Hodgins, a representative of the Avon Grove Bull Dogs, addressed the Board of Supervisors. He explained there are four (4) teams utilizing the ballfield. They would like to use the filed thru the end of October. The Board agreed to allow the teams to use the field anytime that it is not rented by another team until the end of October.
Mr. Hodgins also requested to be able to put a fiberglass box 6’ x 2’ x 2’ to store equipment for the team. The Board agreed to the request.

Szymanski Subdivision
The lawyers for Mr. Szymanski have agreed to put the note from the Alice Connor Subdivision Plan on the David G. Szymanski Final Minor Subdivision Plan dated July 18, 2018. There was some discussion and the Township Engineer, Ron Ragan, will contact the Township Solicitor, Sam McMichael, for clarification.

Red Oak Drive
Mr. Brennan advised the Board that he does not want the Township on his property again. Mr. Benson has the basin on his lot. The Township will not repair the Neville’s driveway.

SECRETARY’S REPORT

Regular Meeting Minutes
On a Motion made by Mary Anne Steel, and seconded by Dale Lauver, the
August 1, 2019 Regular Meeting Minutes were approved. The vote was unanimous.

Treasurer Report
On a Motion made by Gerry Porter, and seconded by Dale Lauver, the September, 2019 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission
Chairman, Ron Ragan, reported the amendments review from the County has been received. The Planning Commission will review the remarks.

Engineer’s Report
Township Engineer, Ron Ragan reported the following:

Bowwood – Waiting for the Final Plan.

Shaw – We need the subdivision Plan. Will have Sam McMichael send a letter.

MS4 Stormwater Management – Need to do an amendment to our ordinance

West Avondale Road Bridge Repair – The damage was greater than thought.

A Motion was made by Gerry Porter, and seconded by Mary Anne Steel, to pay
A. J. Jurich, Inc. $82,875.25 for the bridge repair. The vote was unanimous.

Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that the
EMA Annual Report was completed and submitted to the County.

Zoning Officer
Trish Fagan reported that twelve (12) permits were issued in August. There were no Use and Occupancy permits issued.

NEW BUSINESS

Resolution No. 2019-9-1 – 839 West Avondale Road

A Motion was made by Gerry Porter, and seconded by Dale Lauver, to approve
Resolution No. 2019-9-1 to acquire the real property located at 839 West Avondale Road. The vote was unanimous.

Park Bid
Two (2) bids were received for the Township Park Plan. There was a base bid and a bid for additional items.

A Motion was made by Dale Lauver, and seconded by Mary Anne Steel, to award the New London Township Community Park Project to Lechmanik, Inc., subject to some line items. The vote was unanimous.

Route 896 Proposed Improvements
Gerry Porter attended a meeting at Franklin Township Building where PennDOT gave a presentation on the proposed improvements to Route 896 from Hess Mill Road to
Elbow Lane. It is projected to start work in 2021.

West Grove Fire Company
They are having a meeting for Township officials on Wednesday, September 18, 2019 at the West Grove station to discuss the 2020 Budget.

Gerrymandering Resolution
There was no action taken at this time.

The meeting adjourned at 9:07 PM.
