NEW LONDON TOWNSHIP BOARD OF SUPERVISORS APRIL 2, 2009
The New London Township Board of Supervisors meeting convened at 7:35 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice Chairman, Robert Barto; and Member, Gerard Porter.

No public comment.
John Lupfer-Audit Report
John gave an overview of the report he presented to the Board of Supervisors.
ADMINISTRATIVE ACTIONSOrdinance No.: 2009-2, Tax Certification Fee
Dale gave a synopsis of the ordinance which mainly increases the amount of a tax certification to $15.00. On a motion made by Gerry Porter, seconded by Bob Barto, Ordinance No. 2009-2 was approved. The vote was unanimous.
Harkins Subdivision
Dale explained that the Developer for the Harkins Subdivision has until April 5, 2009 to submit a final plan to the Township. Ron Ragan stated that the Preliminary Plan will be null and void if a Final Plan is not submitted by April 5th. There was no representation from the Developer or the Developer’s attorney.
SECRETARY’S REPORT
On a motion made by Bob Barto, seconded by Gerry Porter, the March 5, 2009 Regular Meeting Minutes were approved as presented. The vote was unanimous.
TREASURER’S REPORT
On a motion made by Gerry Porter, seconded by Bob Barto, the Bills To Be Paid for April were approved. The vote was unanimous.
STAFF REPORTS
Planning Commission
Ron Ragan reported that no new subdivision plans have been submitted to the Township. Ordinance Amendments are in process. A questionnaire will be sent out in the Newsletter to residents in order to start amending the Comprehensive Plan.
Engineer
Ron Ragan reported that a survey is complete for the West Avondale Road bridge. Structure size will be discussed at the Board of Supervisors Work meeting this month. Ron is working on exploring a Dirt and Gravel Road Grant for Quimby Road.
Zoning Officer
Trish Fagan reported that five (5) permits were issued in March; two (2) were for single family dwellings. Five (5) Use & Occupancy Certificates were issued in March; one (1) was for a single family dwelling.
Emergency Management
Mike Predmore reported that AGREM participated in a couple of training events including the State weather drill. The room upstairs will be painted by an Eagle Scout for a project.

The Spring/Summer 2009 Newsletter is in process.

NEW BUSINESS
Dale suggested not having Work Meetings in June, July & August. All three Board of Supervisors were in agreement.
