NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

August 4, 2011

 

The New London Township Board of Supervisors Meeting convened at 7:30 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice-Chairman, Robert Barto; Member, Gerard Porter.

 

PUBLIC COMMENT

No public comment on agenda items.

 

Michael Petrilla

Michael Petrilla from 9 Violet Lane, West Grove, spoke regarding dirt bikes riding on his property. He feels as though the problem is not being addressed. He gave the information to Corporal Knightly who was in attendance for the meeting.

 

Corporal Knightly-Avondale State Police

Corporal Knightly stated that there were 57 calls that were responded to by the Avondale State Police.

 

Special Events Ordinance

On a Motion by Bob Barto, seconded by Gerry Porter, it was agreed that the Planning Commission will research a “Special Events’ ordinance that addresses emergency, sanitation, noise, traffic, etc. for events with large attendance. The vote was unanimous.

 

Roxanne Schroll, Tax Collector

Roxanne gave a written report to the Board of Supervisors. She stated that $28,400 is still outstanding in property taxes.

 

Helicopter Transport Company

On a Motion by Bob Barto, seconded by Gerry Porter, the Board of Supervisors decided to continue their practice of having our Emergency Management Committee recommend the helicopter transport company which the Township will list in a Resolution in January of each year. The vote was unanimous.

 

SECRETARY’S REPORT

On a Motion by Bob Barto, seconded by Gerry Porter, the June 29, 2011 Special Meeting Minutes were approved. On a Motion by Bob Barto, seconded by Gerry Porter, the July 7, 2011 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.

 

TREASURER’S REPORT

On a motion made by Dale Lauver, seconded by Bob Barto, the Bills to Be Paid for August were approved and the financial reports were accepted as presented. The vote was unanimous.

 

 

STAFF REPORTS

Planning Commission

 

Ron Ragan reported the following:

 

Sunoco brought a new sketch plan which shows a slightly smaller building and less gasoline pumps. Ron is waiting to see if their prior Conditional Use decision is still valid from the Township Solicitor.

 

The Comprehensive plan has been submitted to the County. Ron stated that the Comp Plan may cost double what was estimated.

 

Engineer’s Report

 

W. Avondale Rd. Bridge – Ron advised that the Solicitor is reviewing the bonds and insurance.

 

Wheatland Farms – Tanks are in and 90% of the plumbing is complete. A “shell permit” was issued for the control room building.

 

Stonehaven Road in the Cornerstone Subdivision and Brae Court in the Hills of New London have been paved in anticipation of dedicating the Roads.

 

TMDL’s-Ron has not completed the paperwork. The County will be adopting a 167 Plan which will address what Townships need to do to address stormwater issues.

 

Zoning Officer

Trish Fagan reported that twelve (12) permits were issued- two (2) for Single Family Dwellings and three (3) Use & Occupancy Certificates were issued.

 

Emergency Management

Mike Predmore reported that AGREM will start meeting again in September.

 

Property & Building Use

Dale will contact a contractor to repair the front of the Township Building.

 

Newsletter

We are working with PRINT to create a newsletter.

 

Roadmaster

Jack Arrell reported that Mt. Hope, Oxford, Saginaw and W. Avondale Roads are top priority. Pennock Bridge north of State Road has received improvements. Jack recommended that the above projects continue. Dale asked that line striping on collector roads be done this year.

 

Road Enhancement

Jack Weber gave an update on Sunnyside Road, located in Penn Township. The bridge will be replaced and the road will be opened in approximately 8 months. This will help residents in New London Township.

 

Old/New Business

Gerry Porter stated that he will meet with Bob Wise to discuss the Historic Register Work.
