NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES

December 3, 2009 

The New London Township Board of Supervisors meeting convened at 7:35 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Dale Lauver and Member, Gerard Porter.   

PUBLIC COMMENT

No public comment.

ADMINISTRATIVE ACTIONS UTILITY BUILDING

Change Order SC01 for the Utility Building was received.  Extra stone and excavation for the driveway was needed due to soft soil.  On a motion made by Gerry Porter, seconded by Dale Lauver, Change Order SC01 was approved.  The vote was unanimous among the members present. 

STAFF REPORTS 

SECRETARY’S REPORT

On a motion made by Dale Lauver, seconded by Gerry Porter, the November 4, 2009 Meeting Minutes were approved as presented.  The vote was unanimous among the members present.

TREASURER’S REPORT

On a motion made by Dale Lauver, seconded by Gerry Porter, the Bills To Be Paid for December and Financial Reports were approved.  The vote was unanimous among the members present.

Planning Commission

Ron Ragan reported that the Cook Brothers Land Development Plan is being reviewed.  

Engineer

Ron Ragan spoke with FEMA regarding Floodplain Maps and the study will cost approximately $1200-$1500 to correct map errors.  Six properties are affected.  On a motion made by Gerry Porter, seconded by Dale Lauver, the Supervisors voted to proceed. The vote was unanimous among the members present. West Avondale Road Bridge – we are awaiting PNDI clearance.  The total cost will be $225,000 to $250,000 for the replacement of the bridge. MS4 reinspection is about ½ way completed. Franklin Chase will be paved before Thanksgiving.  Ron had portions in New London replaced.  A meeting will be held to discuss the roads since it is believed that the asphalt is substandard. 

Zoning Officer

Trish Fagan reported that eight (8) permits were issued in November; and three (3) were for single family dwellings.  One (1) Use & Occupancy Certificate was issued in November for a single family dwelling. 

Emergency Management

Mike Predmore reported that the Township has received 3 radios at a discount from FreCom. 

Newsletter

We are waiting for the printer to finish. 

Property & Building Use

Dale Lauver will check for a scout to do an Eagle project and build picnic benches and do maintenance on the playground. 

Roadmaster

No report.

Refuse & Recycling

No report.

Road Enhancement Committee

The work on W. Avondale Road has improved the storm water runoff near the intersection with Pennock Bridge.

Assessment Appeals

None. 

OLD/NEW BUSINESS

Dale Lauver requested that the section of Kirk’s Mill that was replaced have a topcoat of asphalt applied.   A letter was received from Chuck Farrell asking if the Board of Supervisors is interested in purchasing his property.  The Board of Supervisors does not have an interest in purchasing his property. The meeting adjourned at 9:30 PM.
