NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

FEBRUARY 2, 2012

The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM.  The following Supervisors were present:  Chairman, Dale Lauver; Vice-Chairman, Bob Barto; Member, Gerard Porter.

PUBLIC COMMENT

No public comment on agenda items.

State Police

Corporal Fuhrer from Avondale State Police Barracks gave an overview of police activity for the last quarter of 2011.

Adoption of New London Township Comprehensive Plan – Resolution No. 2012-2-1

Chairman, Dale Lauver read the Resolution to those in attendance.  On a motion made by Gerry Porter and seconded by Bob Barto, Resolution No. 2012-2-1 was adopted.  The vote was unanimous.  The Board would like to receive a report from the Planning Commission on accomplishing goals on the “Implementation Plan” that are included in the Comprehensive Plan every six (6) months.  It was determined that the Planning Commission will have a report available at the May and December Board of Supervisor Work meetings.

SECRETARY’S REPORT

Regular Meeting Minutes

On a Motion made by Gerry Porter, seconded by Bob Barto, the January 3, 2012 Board of Supervisors Reorganization and Regular Meeting Minutes were approved.  The vote was unanimous.

TREASURER’S REPORT

On a Motion made by Gerry Porter, seconded by Dale Lauver, the Bills to Be Paid for January were approved and the financial reports were accepted as presented.    The vote was unanimous

STAFF REPORTS

Planning Commission

Ron Ragan reported that there are no new Subdivision plans.  The McKinney and Nichol Subdivision plans are in process.  The Sunoco/A-Plus Conditional Use Hearing will be on February 21, 2012.

Stanwell Property

Purchase Agreement is with the Stanwell’s lawyer.

Engineer

Ron Ragan stated the DuVall Bus Company was contacted by the Conservation District that a NPDES permit is required for the property.  Ron feels that a land development plan should be required to address lighting and other components of a land development plan.  The Stormwater Plan required by the Conservation District will document what exists on the property now to provide a baseline.

Ron also advised that the Stormwater NPDES Permit is still in effect.  An annual report is due in June.

Ron reported the TMDLs will be addressed in the County’s 167 Plan.

The Board of Supervisors approved New London being a “test” municipality for Chesapeake TMDL’s through the Brandywine Conservancy.

Act 537 Plan – Ron will work on a plan to submit to DEP.

Zoning Officer

Trish Fagan reported that five (5) permits were issued in January.  Three (3) Use & Occupancy Certificates were issued in January.

Emergency Management

No report.

Property and Building Use

Dale Lauver stated that the heating oil bid is due in the middle of February.  The Board approved Elk Creek to check the office ceiling to check the stability of the lighting fixtures.

OLD/NEW BUSINESS

Gerry Porter asked that the Board of Supervisors review the email from London Grove Township regarding Historic Commission.

The meeting adjourned at 9:10 PM.
