 NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

FEBRUARY 7, 2013

 

The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM.  The following Supervisors were present:  Chairman, Dale Lauver; Vice-Chairman, Robert Barto; Member, Gerard Porter.

PUBLIC COMMENT

No public comment on agenda items.

Cpl. Ranck, State Police-Avondale Barracks

Cpl. Ranck stated that residential burglaries are on the increase.  New London has not had as many as other areas.  He suggested that residents call the State Police if they see suspicious activity.  He also suggested that residents keep shrubs cut back so that your windows can be seen by neighbors.  Also, he recommended that residents be wary of people coming to the door, as they may be checking to see if anyone is home.  Doors and windows should be locked in the home as well as automobiles.

Tax Collector Appointment

On a motion made by Gerry Porter, seconded by Bob Barto, Kenneth Crossan was appointed Real Estate Tax Collector for New London Township.  The vote was unanimous.

Nichol Subdivision Extension

On a motion made by Bob Barto, seconded by Gerry Porter, the request for extension until April 17, 2013 of the Nichol Subdivision Final Subdivision Plan dated June 2, 2011 was approved.  The vote was unanimous.

John Leo–State & West Avondale Road Intersection

Mr. Leo was not in attendance for the meeting but Supervisor Gerry Porter stated that the Township is looking at improving the intersection.  He also stated that Hutchison Road will be improved.

ADMINISTRATIVE ACTIONS

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Bob Barto, seconded by Gerry Porter, the January 7, 2013 Board of Supervisors Reorganization and Regular Meeting Minutes were approved.  The vote was unanimous.

STAFF REPORTS

Treasurer Report

On a motion made by Gerry Porter, seconded by Bob Barto, the February 2013 bills were approved for payment and financial reports were accepted.  The vote was unanimous.

Planning Commission

Ron Ragan reported that the Cook Brothers Land Development Plan has been submitted.

Ron also reported that there is an Ordinance Public Hearing on February 20, 2013 for Solar Energy Facilities, Wind Energy Systems, Public Gatherings and Fences & Walls.

Engineer

Ron Ragan reported that Crossan-Raimato surveyed the bridge on Walnut Glen Road, and a permit will be submitted to DEP.

Ron also advised that the Act 167 Stormwater Plan was not approved by the County. Once the County adopts it, the Township has six (6) months to update the Township Ordinance.

Zoning Officer

Trish Fagan reported that three (3) permits were issued in January, one was for a single family dwelling.  Four (4) Use & Occupancy Certificates was issued, two (2) for single family dwellings in January.

Emergency Management

Mike Predmore stated that AGREM would like to change their meetings to the third Wednesday of each month.  Mike Predmore reported that they are working on a drill focusing on incident command.

Property and Building Use

Dale Lauver suggested moving forward with public water in the Township Building, as well as trimming the bank at the corner of West Avondale and State Road.

The meeting adjourned at 9:00 PM.
