NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
July 3, 2014
The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM. The following Supervisors were present: Vice-Chairman, Robert Barto; Member, Gerard Porter.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
Cook Land Development Plan
On a Motion made by Gerry Porter, seconded by Bob Barto, the Board of Supervisors moved to approve the Preliminary/Final Cook Brothers Land Development Plan dated 9/21/09, last revised 1/29/13 with the following conditions: 1) That within ninety (90) days, the Applicant executes a Subdivision and Land Development Agreement in conformance with §2-307; 2) That within ninety (90) days, the Applicant established a performance guarantee for the improvements associated with the plan in conformance with §2-308 and subject to the review and approval by the Township Engineer and Township Solicitor; and 3) That within ninety (90) days, the Applicant records the land development plan in the Chester County Recorder of Deeds Office in conformance with §2-309.
Nichol Subdivision
On a motion made by Gerry Porter, seconded by Bob Barto, the Nichol Final Subdivision Plan dated June 2, 2011 extension was approved until October 2, 2014. The vote was unanimous.
Brown Subdivision
On a motion made by Gerry Porter, seconded by Bob Barto, the Brown Final Subdivision Plan dated January 10, 2014 extension was approved until October 2, 2014. The vote was unanimous.
Recycling Coordinator and Grant
Stormwater and on-lot septic system pumping was discussed. David Sweet and Charlie Humkey are working on applying for a grant to assist with the costs incurred. On a motion made by Gerry Porter, seconded by Bob Barto, approval was given for David Sweet to apply for the grant. The vote was unanimous.
Thunder Hill Road Extension
Ron Ragan reported that there is a 12” corrugated pipe that has collapsed. Ron suggested a 15” to 18” pipe replace the existing one. Ron will create a drawing to show the residents the proposed repair.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Gerry Porter, seconded by Bob Barto, the June 5, 2014 Hearing and Board of Supervisors Regular Meeting Minutes were approved. The vote was unanimous.
STAFF REPORTS
Treasurer Report
On a motion made by Gerry Porter, seconded by Bob Barto, the July 2014 bills were approved for payment and financial reports were accepted. The vote was unanimous.
Planning Commission
Ron Ragan reported that the Planning Commission looked at a conceptual plan for the Township park. A revised plan for the Brown Subdivision was submitted for Ron’s review.
Engineer
Ron Ragan reported that road work will be performed on Walnut Glen prior to the culvert replacement.
Zoning Officer
Trish Fagan reported that eight (8) permits were issued in June, two (2) were for single family dwellings; two (2) Use & Occupancy Certificates were issued for single family dwellings in June.
Emergency Management
David Flad mentioned Hurricane Arthur but stated that the County is not concerned about any major impact on the County.
Dave informed the Board that the County is offering numerous training sessions for Township Officials.
Dave also reported that AGREM is in the testing phase for the AM radio station.
