 NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

June 7, 2012

The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM. The following Supervisors were present: Chairman, Dale Lauver; Vice-Chairman, Robert Barto; Member, Gerard Porter.

PUBLIC COMMENT

No public comment on agenda items.

SCHEDULED ACTIONS/PRESENTATIONS

Recycling Consultant Grant

David Sweet will fill out the application to apply for a recycling grant.

Open Space/Township Park Committee

The Planning Commission is requesting a committee for Open Space/Township Park.  Volunteers will be needed for this committee.

West Grove Fire Company

The Fire Company may be interested in using the house on the Stanwell property for training.

Ag Easement Purchases/Open Space Earned Income Tax

Bob Barto stated that the Comprehensive Plan talks about an Open Space Earned Income Tax to buy development rights.  The Board agreed not to pursue this issue at this time.

Nicole Coggins spoke asking the Township to explore chaining laws for dogs. Information provided by Mrs. Coggins will be given to the Planning Commission to review.

SECRETARY’S REPORT

Regular Meeting Minutes

On a Motion made by Gerry Porter, seconded by Bob Barto, the May 3, 2012 Board of Supervisors Regular Meeting Minutes were approved as written.  The vote was unanimous.

TREASURER’S REPORT

On a Motion made by Gerry Porter, seconded by Bob Barto, the Bills to Be Paid for June were approved and the financial reports were accepted as presented.  The vote was unanimous.

STAFF REPORTS

Planning Commission

Ron Ragan reported that there are no new Subdivision plans.   Sunoco representatives will attend the next Planning Commission meeting to discuss their Land Development Plan.

Engineer

Ron Ragan reported that he filed year 9 NPDES Form on TMDL plan.  Ron Ragan also reported that he attended a case study meeting with Brandywine Conservancy.  Additionally, Ron reported that he met with Roadmaster, Jack Arrell and road contractor, Dave Harlan to discuss Oxford Road piping.   Ron and Jack also discussed the Thunder Hill Road western portion improvement.  The Board of Supervisors agreed to put a turnaround (hammerhead) at the end of the road with stone and millings.

Zoning Officer

Trish Fagan reported that eight (8) permits were issued in May.  Two (2) Use & Occupancy Certificates were issued in May.

Emergency Management

Mike Predmore will have two Resolutions for the Board of Supervisors to consider at the July meeting.

Property and Building Use

Gerry Porter will check on the outside painting.

Roadmaster Report

Jack Arrell spoke about receiving calls about a tree calling across a road.  The tree was not in the right-of-way, but when it fell, it blocked the road.

New Business

The Signal Service contract was signed by Dale Lauver.

Roadmaster

No report.
