BOARD OF SUPERVISORS
MARCH 4, 2010
The New London Township Board of Supervisors Regular Meeting convened at 7:35 PM at the New London Township Building, New London, PA. The following Supervisors were present: Dale Lauver, Robert Barto and Gerard Porter.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
Doug Brown, Legislative Director for State Representative Tom Houghton
Doug introduced himself to the Board of Supervisors and gave an overview of his duties and the services that Representative Houghton’s office offers. Mike Predmore, Township Emergency Coordinator and West Grove Fire Company member asked if the State has grants available to help build a Station in London Britain. Doug offered to talk to DCED and PEMA to check on funding. Concerns about PennDOT’s response to the February 10, 11th snowstorm were stated to Doug by Dale Lauver.
Dave Brackin – FEMA Maps
Ron Ragan reported that FEMA rejected township wide correction of the FEMA maps. The Township is now gathering data including surveying on five properties to have mapping revised. Mr. Brackin stated that FEMA needs the base flood evaluation numbers to have a map revision. Mr. Brackin presented the Board with a bill for $10,000 that he has expended trying to correct the flawed FEMA mapping.
Fee Schedule – Resolution No. 2010-3-1
On a Motion made by Gerry Porter, seconded by Bob Barto, Resolution No. 2010-3-1, New London Township Fee Schedule was approved. The vote was unanimous.
SECRETARY’S REPORT
On a motion made by Gerry Porter, seconded by Bob Barto, the February 4, 2010 Regular Meeting Minutes were approved as presented. The vote was unanimous.
TREASURER’S REPORT
On a motion made by Bob Barto, seconded by Gerry Porter, the Bills To Be Paid for March were approved and the financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Ron Ragan reported that were no meetings due to the snowstorms.
Engineer
Ron Ragan reported that all approvals have been received for the W. Avondale Rd. bridge. Conard Mill Rd. bridge is still awaiting some approvals.
Zoning Officer
Trish Fagan reported that three (3) permits were issued in February; One (1) for a single family dwelling. One (1) Use & Occupancy Certificate was issued in February,
Emergency Management
Mike Predmore reported that the PODS meeting was cancelled due to snow. The Township Emergency Operations Center was opened for both snow storms last month.
Newsletter
Information is being gathered.
Township Building
Dale Lauver will oversee picnic tables being built by a scout for an Eagle Scout project.
Roads
Dave Harlan was praised for the snow removal in the Township in February.
OLD/NEW BUSINESS
Bob Barto stated that changes to the Resolution for New London Ventures were received from Sam McMichael. Bob will speak with Sam for clarification on two items. Bob stated that the West Grove Fire Company Ordinance to invoice insurance companies for Hazardous Material and Emergency Planning Costs will be reviewed by the Township Solicitor.
