NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES
November 4, 2009
The New London Township Board of Supervisors meeting convened at 7:32 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice Chairman, Robert Barto; and Member, Gerard Porter.

No public comment.
ADMINISTRATIVE ACTIONS
New London Ventures Extension
On a motion made by Bob Barto, seconded by Gerry Porter, New London Ventures Subdivision Plan dated October 17, 2007 review period was extended until February 9, 2010. The vote was unanimous.
Harold Lester/Chuck Hammond
Mr. Hammond from Beiler Campbell Realtors stated that Mr. Lester is looking at the option to have one of his lots access Thunder Hill Road. Township Engineer Ron Ragan stated that an easement was agreed to when the configuration of Thunder Hill Road was changed that would allow Mr. Lester to have a 44’ (approximate) easement to serve as road frontage to this lot. Ron Ragan will research for information on this lot. The Board of Supervisors would like the Planning Commission to review.
Resolution 2009-11-1 – Records Disposition
On a motion made by Gerry Porter, seconded by Bob Barto, Resolution 2009-11-1 regarding disposition of records was adopted. The vote was unanimous.
Deer Run Subdivision
Dale Lauver explained the amount of trees located in the boulevard in the Deer Run Subdivision. The trees are overhanging the right-of-way. Research will be done to see who is to maintain the trees. Dale suggested pruning the trees.
STAFF REPORTS
SECRETARY’S REPORT
On a motion made by Bob Barto, seconded by Gerry Porter, the October 1, 2009 Meeting Minutes were approved as presented. The vote was unanimous.
TREASURER’S REPORT
On a motion made by Bob Barto, seconded by Gerry Porter, the Bills To Be Paid for November and Financial Reports were approved. The vote was unanimous. Trish Fagan reported that Independence Construction was used twice for asphalt since McMinn’s was not producing the product the Township needed.
Planning Commission
Ron Ragan reported that a package of 3 Ordinance amendments was sent to the County. The Cook Land Development Plan was received.
Engineer
Ron Ragan spoke with FEMA regarding Floodplain Maps. FEMA wants the Township to do studies to change mapping. Ron Ragan will follow-up with FEMA speaking with a Supervisor. Utility Building work is starting. The Board of Supervisors approved a change order for the Site Work since some soft spots have been encountered which may require additional work such as fabric and additional stone. West Avondale Road Bridge – The permit package and E&S permits are ready to submit. Outside radius on Conard Mill Road has been staked by the Road Contractor.
Zoning Officer
Trish Fagan reported that thirteen (13) permits were issued in October; and four (4) Use & Occupancy Certificates were issued in October.
Emergency Management
Mike Predmore reported that AGREM is discussing H1N1 and the possibility of reopening the POD for providing inoculations. The County does not feel that opening the POD will be necessary. AGREM has discussed providing individual group training for the POD.
Newsletter
Trish Fagan submitted the final draft of the Fall/Winter 2009 Newsletter to the Board of Supervisors for review.
Property & Building Use
No report.
Roadmaster
Roadmaster Jack Arrell reported that roads were inspected regarding tree issues, road issues and sign condition; he also worked with contractors to mark the proposed removal of trees exceeding 6’; and inspected several specific locations within the Township in response to complaints by residents.
