NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES

October 1, 2009 

The New London Township Board of Supervisors meeting convened at 7:35 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman, Dale Lauver; Vice Chairman, Robert Barto; and Member, Gerard Porter.

PUBLIC COMMENT

No public comment.

ADMINISTRATIVE ACTIONS

Patricia McKeon, Avon Grove Library

Patricia will be serving on the Board of Trustees, representing New London Township for the Avon Grove Library.  She gave statistics on usage and New London Township is at the top of the list.  On a motion made by Dale Lauver, seconded by Bob Barto, Patricia McKeon was approved as a Board of Trustees Member representing New London Township.  The vote was unanimous.

Resolution No. 2009-10-1 – Tree Removal Notice

This is a notification to abutting property owners of trees that have a diameter in excess of 6” that are scheduled to be removed.  On a motion made by Bob Barto, seconded by Gerry Porter, Resolution No. 2009-10-1 was approved.  The vote was unanimous.

The Estate of Joanne B. Lewis Subdivision Plan

Ron Ragan stated that the Subdivision is on two separate lots but are on the same deed.  The Planning Commission has approved the Plan.  On a motion made by Gerry Porter, seconded by Bob Barto, the Estate of Joanne B. Lewis Plan dated July 17, 2009 and revised September 15, 2009 was approved.   The vote was unanimous.

Township Utility Building

On a motion made by Gerry Porter, seconded by Dale Lauver, the requirement of submittal of a land development plan of the New London Township Subdivision and Land Development Ordinance Section 2-201.1 was waived.  The vote was unanimous.

Larry Bramble

Mr. Bramble spoke about invasive plants and vines that are climbing trees and shrubs in the Township.  He would like the Township to be more active with destroying these vines along the roads.  He also suggested that Township residents be made aware of these vines.  Information will be put into the Township newsletter and on the website.

STAFF REPORTS SECRETARY’S REPORT

On a motion made by Bob Barto, seconded by Gerry Porter, the September 3, 2009 Meeting Minutes were approved as presented.  The vote was unanimous. 

TREASURER’S REPORT

On a motion made by Gerry Porter, seconded by Bob Barto, the Bills To Be Paid for October and Financial Reports were approved.  The vote was unanimous.

Planning Commission

Ron Ragan reported that the last month for Ordinance work this year is October, due to the holidays in November and December.  The Cook Land Development Plan will be received soon. 

Comprehensive Plan Task Force

Ron Ragan reported that the Comprehensive Plan Task Force is at full capacity.  It is comprised of the Planning Commission Members, Gerry Porter and two Township residents, Martha Straus and Charles Humkey. 

Engineer

Ron Ragan reported:  West Avondale Road – The E&S permit was sent to the Conservation District and the permit package is ready to go to DEP.   Stormwater NDPES Permit – Inspections of stormwater basins will take place in the fall. Ron Ragan suggested that the ACT 537 Plan be completed.  John Higby (Arro) will submit a proposal to complete the Plan.

Zoning Officer

Trish Fagan reported that eight (8) permits were issued in September; and five (5) Use & Occupancy Certificates was issued in September. 

Emergency Management

Mike Predmore reported that AGREM is discussing H1N1 and the possibility of reopening the POD for providing inoculations.  The County does not feel that opening the POD will be necessary.  AGREM has discussed providing individual group training for the POD. 

Newsletter

Trish Fagan reported that the Fall/Winter 2009 Newsletter is in process.

Property & Building Use

Dale Lauver reported that the Township has a new contract for heating oil with Petro Co.  Dale will call for heater maintenance.

Roadmaster

Dale Lauver reported that striping was completed on Lewisville Road.

Refuse & Recycling

The Planning Commission and consultant David Sweet are working on an Ordinance.

Road Enhancement Committee

No report.

Assessment Appeals

None.

OLD BUSINESS

The GOI Contract will be sent to the Township Solicitor for review.

NEW BUSINESS

Bob Barto suggested the Board review a resolution on tree removal and an ordinance for responsibility in removing trees.
