NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING

OCTOBER 7, 2010

 

The New London Township Board of Supervisors Regular Meeting convened at 7:35 PM at the New London Township Building, New London, PA. The following Supervisors were present: Dale Lauver, Bob Barto and Gerard Porter.

 

PUBLIC COMMENT

No public comment on agenda items.

 

ADMINISTRATIVE ACTIONS

 

Joy Compher – Lewisville Road

Mrs. Compher had various questions about the cutting and removal of trees on Lewisville Road. Dale will meet with Roadmaster Jack Arrell at the site.

 

Matsen Property

Dale stated that the Township has received a Petition of Matsen Family Trust to Ascertain Boundary between Franklin and New London Townships. The Board of Supervisors are not in favor of removing the boundary line between New London and Franklin Townships. Bob Barto made a motion that the Board of Supervisors oppose any action to change the boundary line due to potential cost to Township residents. If the Matsen’s prevail, the Board of Supervisors would like the Township solicitor to negotiate that the Matsen Trust pays all costs to move the line. On a Motion made by Bob Barto, seconded by Gerry Porter, a recommendation to oppose any action to change the boundary line was made. The vote was unanimous.

 

DocStar Program

Dale Lauver gave an overview of the Program. On a Motion by Bob Barto, seconded by Gerry Porter, the lease was approved conditioned upon sufficient warranty for governance of the lease as determined by the Township Solicitor.

SECRETARY’S REPORT

 

Meeting Minutes

On a Motion made by Bob Barto, seconded by Gerry Porter, the September 2, 2010 Meeting Minutes were approved.

 

TREASURER’S REPORT

On a motion made by Bob Barto, seconded by Gerry Porter, the Bills to Be Paid for October were approved and financial reports accepted.

 

 

Planning Commission

Ron Ragan reported that the NLT Comprehensive Plan Public Meeting was held and five (5) residents attended. There was no adverse reaction from residents in attendance. The 2nd Public Meeting will be held in November.

 

Ron reported that no new plans have been received.

 

Ron also reported that the draft small animal ordinance will be reviewed and may be ready for a meeting in November.

 

Engineer

Ron Ragan reported the following:

 

West Avondale Road?? The Solicitor will review the bid document before advertising.

 

Mt. Hope Road – Trees and the Right-of-Way need to be identified before widening can take place.

 

Act 537 Plan – Ron met with ARRO and they state that approximately 10% can be salvaged. $50,000 expense with $25,000 coming back from DEP through a grant.

 

The basin behind the Utility Shed is not percing well. The outlet pipe will have holdes put in to allow water to drain.

 

Zoning Officer

Trish Fagan reported that six (6) permits were issued in September; three (3) U&O’s were issued.

 

Tax Collector

No report.

 

Emergency Management

Mike Predmore reported that AGREM will support Avondale with having the County take over the Bridge on State Road in Avondale so the Bridge can be replaced.

 

Mike also reported that AGREM will use a bay in the Utility Building to work on their emergency trailer.

 

Dale requested a meeting with the Fire Company to discuss the response to the tornado that affected the Township.

 

Property & Building Use

Mike Predmore will work in getting a generator for the Township Building.

 

Road Issues

Ron Ragan is checking bridges since we experienced heavy rains.

 

Road Enhancement

Jack Weber reported last month.

 

OLD/NEW BUSINESS

None.
