NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING MINUTES

September 1, 2011

 

The New London Township Board of Supervisors Meeting convened at 7:39 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice-Chairman, Robert Barto; Member, Gerard Porter.

PUBLIC COMMENT

No public comment on agenda items.

Senator Pileggi

Township Engineer Ron Ragan gave an overview of the NPDES program as it relates to New London Township. Mapping outfalls of water discharge, Stormwater Ordinance, Educating the Public will be costly to the Township. Cost could be $15,000 to $20,000 per year for the Township to implement Best Management Practices. Senator Pileggi stated that it is part of the Federal Clean Water Act. States along the eastern seaboard have been meeting with EPA regarding regulations and costs. Transportation funding could possibly include some money for stormwater runoff from roads. Many municipalities are also concerned. Senator Pileggi updated the Board on several legislative issues.

Justin Sabol – 204 E. Dorothy’s Way

Mr. Sabol stated that the corner where he lives is eroding and he cannot grow grass. He stated that curbing was installed but grass is still not growing. Dale stated that the developer removed the binder and took out the deceleration lane. Soil, matting and seed were also installed. Ron Ragan stated that the area is in the Township right-of-way. Dale offered additional soil if Mr. Sabol will spread it and seed. Mr. Sabol will think about the offer of additional soil and contact the office with his decision.

Yates Subdivision

The Planning Commission approved the Yates Subdivision Plan, dated November 18, 2010, with waivers. 13.4% slope for part of the driveway was acceptable with one Planning Commission Member objecting. On a Motion by Bob Barto, seconded by Gerry Porter, the Yates Subdivision Plan was approved with waivers which consisted of 1) applicant not having to do a Site Context Map; 2) applicant not having to do an Existing Resources and Site Analysis Plan; 3) applicant not having to do a Final Resource Impact and Conservation Plan; 4) no requirement to place permanent property monuments on the remaining perimeter (with the exception of Kirks Mill Road right-of-way where monuments are required); 5) not having to do an Improvements Construction Plan with proposed improvements to Kirks Mill Road; 6) no improvements to Kirks Mill Road other than any repairs that may be needed to assure proper sight distance. The vote was unanimous. On a Motion by Gerry Porter, seconded by Bob Barto, the Yates O&M and Common Driveway Maintenance Agreement was approved. The vote was unanimous.

Nichol Subdivision-Extension

On a Motion by Dale Lauver, seconded by Bob Barto, the Nichol Subdivision Extension was approved. The vote was unanimous.

 

Engineer’s Report

Approved shop drawings for bridge have been reviewed. Footers drawings have not been received.

Wheatland Farms Waste Water Treatment Plant will be starting up at the end of September.

SECRETARY’S REPORT

On a Motion by Dale Lauver, seconded by Gerry Porter, the August 4, 2011 Board of Supervisors Meeting Minutes were approved. The vote was unanimous.

TREASURER’S REPORT

On a Motion made by Dale Lauver, seconded by Bob Barto, the Bills to Be Paid for September were approved and the financial reports were accepted as presented. The vote was unanimous.

STAFF REPORTS

Planning Commission

Ron Ragan reported the following:

No new Subdivision plans have been submitted.

The Comprehensive Plan comments have not yet been received from the Chester County Planning Commission.

Zoning Officer

Trish Fagan reported that eight (8) permits were issued and one (1) Use & Occupancy Certificate for a single family dwelling was issued.

Emergency Management

Mike Predmore reported that the County is issuing new radios for the rebanding.

Property & Building Use

The front of the Township Building is in the process of being repaired.

Newsletter

In process.

Roadmaster

Jack Arrell reported that Pennock Bridge paving is complete. Shoulder and striping will take place next.

Road Enhancement

No report.

Old/New Business

On a Motion made by Gerry Porter, seconded by Bob Barto, Resolution No. 2011-9-2 (PennSTAR will provide air ambulance services for New London Township for the remainder of 2011 or until superseded by a new Resolution). The vote was unanimous.
