NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

REGULAR MEETING

SEPTEMBER 2, 2010

 The New London Township Board of Supervisors Regular Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Dale Lauver, Bob Barto and Gerard Porter. 

PUBLIC COMMENT

No public comment on agenda items.   

ADMINISTRATIVE ACTIONS

DocStar Program

Leighton Forbes gave an overview of the DocStar program.  The Board as well as residents in attendance asked questions.  The Board will make a decision by September 15th as to whether the Township will contract with DocStar. 

Large Animal Ordinance

Ron Ragan stated that the Planning Commission recommended that Section 1-1422.1.B. – the words “in excess of 300 pounds” be deleted.  There was discussion between the Board and residents on this Ordinance and how it relates to small animals.  Dale Lauver recommends that chickens be permitted as presented in Mr. Parcells letter.   The Board recommended that the Planning Commission revisit the Ordinance and consider a provision that would include chickens and also minimize enforcement issues.

SECRETARY’S REPORT

Meeting Minutes

On a Motion made by Gerry Porter, seconded by Dale Lauver, the August 5, 2010 Meeting Minutes were approved. 

TREASURER’S REPORT

On a motion made by Bob Barto, seconded by Gerry Porter, the Bills To Be Paid for September were approved and financial reports accepted. 

Planning Commission

Ron Ragan reported that no new plans have been received.   Ron Ragan also reported that the Comprehensive Plan Public Meeting is scheduled for September 30, 2010. 

Engineer

Ron Ragan reported the following: MS-4 – The deadline has been extended. The W. Avondale Rd. Bridge bid package is being reviewed by the solicitor. Act 537 should be considered when budgeting ($15-20,000 expense).

Zoning Officer

Trish Fagan reported that eight (8) permits were issued in August; two (2) were for single family dwellings. 

Emergency Management

Dave Flad stated that Hurricane Earl should not affect this area if it stays on the projected path.  Dave gave a report on the Credentialing Program. 

Newsletter

No activity. 

Road Enhancement

Trees will need to be cut back on Mt. Hope Road to allow for cartway widening. 

OLD/NEW BUSINESS

FEMA snowstorm money was approved – Exit Briefing Form was signed. The meeting adjourned at 10:45 PM.
