NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
MARCH 1, 2018
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Gerard Porter; Vice Chairman, Dale Lauver and Member, Mary Anne Steel.
PUBLIC COMMENT
No public comment on agenda items.
ADMINISTRATIVE ACTIONS
Ellen Kohler – Christiana Watersheds Municipal Partnership (CWMP)
Ms. Kohler stated that the Township’s in the White Clay Creek water shed have filed their MS4 Permits. She gave an overview and hand out to the Board of Supervisors for the Christiana Watersheds Municipal Partnership (CWMP). She provided names of individuals that can assist in training home owners and Home Owner’s Associations on maintenance of BMP’s.
Resolution No. 2018-3-1 Agricultural Security Area – Laura Lester Three (3) Parcels
On a Motion made by Dale Lauver, seconded by Mary Anne Steel, the Resolution No. 2018-3-1 adding property owned by Laura Lester to an Agricultural Security Agreement was approved. The vote was unanimous.
Joan Stock – No Impact Home Occupation Permit
On a Motion made by Dale Lauver, seconded by Gerry Porter, Joan Stock’s No Impact Home Occupation Permit to start a home quilting business is approved. The vote was unanimous.
Jack Arrell – Road Issues
New London Township Road Master, Jack Arrell, and the Board of Supervisors discussed road issues as they relate to road shoulders and how they are maintained.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Mary Anne Steel, and seconded by Dale Lauver, the
February 1, 2018 Regular Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer Report
On a motion made by Dale Lauver, and seconded by Mary Anne Steel, the March, 2018 bills were approved for payment and financial reports were accepted as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported that there has been some set back with the new R – 1 Ordinance. The Planning Commission will review next week at their meeting.
Brown / Matsen – Mr. Ragan advised that Crossan Raimato, Inc. will be the land planner for the project.
New London Township Park – Work on the park plan continues.
Engineer Report
New London Township Engineer, Ron Ragan, spoke with the Bucks County Regional Authority and will set up a meeting to discuss the Wheatland Farms Waste Water Treatment Plant.
On a Motion made by Dale Lauver, seconded by Mary Anne Steel, approval was granted to pay the four (4) checks that total three thousand six hundred dollars (3,600.00) to the Chester County Conservation District for the Emergency Review Permit Fees for the park.
Property and Building Use
Dale Lauver spoke about Fire Suppression for the New London Township building.
Zoning Officer
Trish Fagan reported that nineteen (19) permits were issued in February. One (1) Use and Occupancy Permit was issued in February.
