NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES
September 3, 2009
The New London Township Board of Supervisors meeting convened at 7:35 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver; Vice Chairman, Robert Barto; and Member, Gerard Porter.
PUBLIC COMMENT
No public comment.
ADMINISTRATIVE ACTIONS Great Outdoors, Inc. (“GOI”)
GOI provided contracts for the Township and the contractors which will be sent to the Township Solicitor for review. Items still outstanding will be relayed to GOI.
Utility/Salt Building
Test pits have been completed. Building design and bid package is being prepared by Damon King of Godshall Kane Architects. Dale suggested that materials be purchased under our existing road bids. Dale would also like the bid packages to be released through the Township.
STAFF REPORTS SECRETARY’S REPORT
On a motion made by Bob Barto, seconded by Gerry Porter, the August 6, 2009 Meeting Minutes were approved as presented. The vote was unanimous.
TREASURER’S REPORT
On a motion made by Gerry Porter, seconded by Bob Barto, the Bills To Be Paid for September and Financial Reports were approved. The vote was unanimous.
Planning Commission
A 2-lot subdivision for the Lewis Estate on Saginaw Road has been received. Four (4) candidates for the Comprehensive Plan Task Force are being interviewed on 9/9/09. There are openings for only two (2) additional task force members.
Engineer
Ron Ragan met with Township road contractor, Dave Harlan for widening on one side of Conard Mill Road. Drainage issues are being explored. E&S Plan for the W. Avondale Road Bridge will be submitted. Hydrologic/hydraulic analysis is complete and box culverts have been sized.
Zoning Officer
Properties with abandoned vehicles were discussed. Enforcement will take place. Trish Fagan reported that twelve (12) permits were issued in August; one (1) was for a single family dwelling; five (5) Use & Occupancy Certificates was issued in August
Emergency Management
Mike Predmore brought in a box of emergency preparedness brochures.
Newsletter
The Fall/Winter 2009 Newsletter is in process.
Property & Building Use
Dale Lauver will have Altman Heating check boiler and replace filters.
Roadmaster
W. Avondale, Lewisville & Saginaw Roads have been striped.
Refuse & Recycling
No report.
Road Enhancement Committee
No report.

NEW BUSINESS
Bob Barto suggested the Board review a resolution on tree removal and an ordinance for responsibility in removing trees. The meeting adjourned at 10:00 PM.
