NEW LONDON TOWNSHIP BOARD OF SUPERVISORS WORK MEETING MINUTES

September 16, 2009 

The New London Township Board of Supervisors Work Meeting convened at 7:38 PM at the New London Township Building, New London, PA.  The following Supervisors were present:   Dale Lauver, Chairman; Vice Chairman, Bob Barto.

SCHEDULED ACTION/PRESENTATION TOPICS

Dave Brackin – FEMA Map

Township Engineer, Ron Ragan is working on the problem of Mr. Brackin’s property being mistakenly located in a floodplain on the FEMA map.  He has had trouble getting through to FEMA.  There are a few other properties in New London Township in the same situation and Mr. Ragan needs to submit separate forms for each of the water bodies.  Mr. Ragan advised that he mistakenly listed all water bodies on one form and it is now a few months away from approval.  He also advised that Mr. Brackin should get reimbursed for all his out-of-pocket expenses; however, he is not sure how far back FEMA will go with respect to reimbursement.  Mr. Brackin stated that to date, he is out $8,000.  Mr. Ragan stated that there is local government training on 9/30/09 in West Chester and he would be glad to attend as long as the Township reimburses him.  Dale Lauver & Bob Barto agreed to Mr. Ragan’s attendance of this training course.  Mr. Ragan also feels if he attends the training that he may be able to meet someone to help him possibly fast track the process for Mr. Brackin.

Salt/Utility Building

Township Solicitor, Sam McMichael has comments on bid requirements.  The bid notice will be published in the Avon Grove Sun.  There is a pre-bid meeting on 9/30/09 and bids will be due on 10/7/09 at 3:30.  The bidding will be for general contractor, electrical and site work.  The bid spec should state in the general conditions section that the general contractor is in charge and all others should work around his schedule.   With respect to prevailing wage, it was stated that Trish Fagan can take payroll certs.  An E&S plan is needed since it is 5,000 square feet.  The site contractor will be responsible to get rid of the excess soil within the Township boundaries at a location to be determined later.  Liability insurance was discussed; if it needs to be increased, Mr. McMichael will look into it.

Planning Commission Letter

A letter has been drafted to send to the Planning Commission Members regarding whether they can commit coming to the meetings on a more regular basis.  Several members have been missing meetings and it is necessary to determine whether they are able to serve out their terms and attend meetings regularly for the sake of ordinance and comprehensive plan continuity.

NEW BUSINESS

An email from Sam McMichael was discussed regarding escrow.   Dale Lauver needs to set up a POD outside of the intermediate school for a coach to store equipment until construction is done.  Ron Ragan reviewed the Ordinance and said that for storage in excess of 60 days, the POD must be completely screened (i.e., planting evergreens).
