NEW LONDON TOWNSHIP BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
April 7, 2011
The New London Township Board of Supervisors Meeting convened at 7:30 PM at the New London Township Building, New London, PA. The following Supervisors were present: Chairman, Dale Lauver and Vice-Chairman, Robert Barto.
PUBLIC COMMENT
No public comment on agenda items.
RA District
Ron Ragan explained that the RA District allows two (2) residences on a parcel six (6) acres or larger. The Board of Supervisors agreed to use ACT 319 requirements regarding farming and compliance with our RA district requirements.
Cornerstone – Request Not to Use Public Water
Ron Ragan stated that Brian Campbell has a buyer for the property at the corner of West Avondale and Pennock Bridge Road who does not want to hook up to public water. A note on the Subdivision Plan states that the lots shall utilize public water. The Board was in agreement to not provide relief for the requirement.
Resolution No. 2011-4-1 – DCNR Grant to Purchase Property in New London Township
On a motion made by Bob Barto, seconded by Dale Lauver, Resolution No. 2011-4-1 was adopted. The vote was unanimous among the members present.
Resolution No. 2011-4-2 – Girl Scout Gold Award for Annemarie Carr
On a motion made by Bob Barto, seconded by Dale Lauver, Resolution No. 2011-4-2 was adopted. The vote was unanimous among the members present.
SECRETARY’S REPORT
On a motion made by Bob Barto, seconded by Dale Lauver, the March 3, 2011 Board of Supervisors Meeting Minutes were approved as presented. The vote was unanimous among the members present.
TREASURER’S REPORT
On a motion made by Dale Lauver, seconded by Bob Barto, the Bills to Be Paid for April were approved and the financial reports were accepted as presented.
STAFF REPORTS
Planning Commission
Ron Ragan reported the following:
There are three (3) open Subdivision plans and one (1) open Land Development plan.
The Comprehensive Plan work is still in process. The 2nd Public Meeting is scheduled for April 28, 2011 at 7:00 pm for comments.
The West Avondale Road bridge bid package is still being reviewed by the Solicitor.
Engineer
Ron Ragan informed the Board that the Conservation District requires an NPDES Stormwater Permit when more than one acre or more of earth disturbance takes place within a five (5) year period.
Zoning Officer
Trish Fagan reported that five (5) permits were issued in March. One (1) Use & Occupancy Certificate was issued in March.
Emergency Management
Mike Predmore reported that a drill with the School, Hospital, Fire Company and State Police will take place on June 17, 2011 at the Avon Grove High School and Jennersville Hospital.

Roadmaster
Jack Arrell reported that he, the Board of Supervisors, Ron Ragan, & Jack Weber will ride the roads on April 20, 2011 to determine this year’s projects.
