NEW LONDON TOWNSHIP BOARD OF SUPERVISOR REGULAR MEETING MINUTES December 3, 2020
The New London Township Board of Supervisors Regular Meeting convened at 7:00 PM via Zoom video conference. The following Supervisors were present: Gerard Porter, Chairman; Dale Lauver, Vice Chairman; and Supervisor, Mary Anne Steel; and Ron Ragan, Township Engineer.
PUBLIC COMMENT
There was no public comment on Agenda items.
White Clay Creek Watershed
Shane Morgan, Management Plan Coordinator of the White Clay Creek Watershed gave an overview of their organization.
Ellen Kohler, Program Director of the White Clay Creek Watershed gave an overview of the available programs their organization offers to the community. She also advised the Board that they would be happy to work with the Township regarding any stormwater issues.
David G. Szymanski Subdivision Plan
A Motion was made by Gerry Porter, seconded by Dale Lauver, to approve sending a decision letter prepared by the Township Solicitor, Sam McMichael, to David Szymanski, which states that the applicant has thirty (30) days to submit a revised plan with the recommended language or the plan is denied. The vote was unanimous.
2021 New London Township Budget
A Motion was made by Gerry Porter, seconded by Mary Anne Steel, to approve the 2021 New London Township Budget as presented. The vote was unanimous.
State Road and Pennock Bridge Road 4 Way Stop Sign
There was some discussion regarding the 4 Way Stop Sign. There was some discussion about possibly installing a flashing red light at the intersection.
Motion was made by Gerry Porter, seconded by Dale Lauver to approve the installation of a 4 way stop at State Road and Pennock Bridge Road. The vote was unanimous.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion made by Gerry Porter, seconded by Dale Lauver, the November 5, 2020 Regular Meeting Minutes were approved as presented. The vote was unanimous.
Work Meeting Minutes
On a motion made by Gerry Porter, seconded by Mary Anne Steel, the February 19, 2020 Work Meeting Minutes were approved as presented. The vote was unanimous.
Treasurer’s Report
On a motion made by Gerry Porter, seconded by Dale Lauver, the December bills were approved for payment and the financial reports were approved. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported that there are no new subdivisions, still waiting on the Ordinance Amendment Hearings, and work is being done on the Landscape Ordinance.
Engineer’s Report
Township Engineer, Ron Ragan, reported the following:
MS4 – Waiting to hear from the DEP.
New London Township Park – Work on the park is wrapping up. DCNR is scheduled on December 10, 2020 to go over the park. Still waiting on PECO to install transformer. Transformer production is down because of COVID-19. Still waiting on Chester Water Authority to hook up water. Ron asked Township Secretary, Trish Fagan, to please call Chester Water Authority to see when they will be hooking the water up. Ron reports that Brian Campbell advised him that the bridge over the wetlands requires a special footer. He is waiting on the vendor about the special posts.
Zoning Report
Zoning Officer, Trish Fagan, reported eight (8) building permits were issued in November. No single family dwellings were issued. One (1) Use and Occupancy Permit was issued.
Emergency Management
Township Emergency Management Coordinator, Dave Flad, reported that the Penn London Elementary School and the Avon Grove Intermediate School have reopened. The school district plans to try to reopen the Middle School and High School in January. COVID-19 cases are rising in the Township. The Department of Health is planning for COVID-19 vaccine distribution. The Municipal Mitigation meets on Wednesday, December 9, 2020 from 10:00 AM to Noon.
BUILDING AND PROPERTY
Gerry Porter reported that he spoke to Mark Rizzo and that the repairs to the brick was not nearly as expensive as he initially thought. He will send a revised reduced bill for his services.
Gerry said that 835 West Avondale Road has one half tank of oil and that he will like to get it filled.
OLD / NEW BUSINESS
Township resident, Steve Flegal, reported that there are two unattended homes on his street and that there are a few cars parked on the street which he is concerned when the Township may have to plow.
