The New London Township Planning Commission Meeting opened at 7:10 PM. Present were: Ronald Ragan, Chair; Vice Chairman, Mary Anne Steel; Members, Bob Barto, Charlie Humkey and Martha Straus.The minutes were recorded by Kim Malone.

Mr. Barto made a motion to approve the 8/10/11 Minutes and Ms. Steel seconded the motion.

Nichol Subdivision
Mr. Ragan reported that he emailed Barry Stingel from Hillcrest, but did not receive a response.
Ordinance Amendments
Special Events
Ron Ragan distributed Public Gathering Ordinances and they were discussed.
Residential Rentals
If the Township is aware of rental situations then inspections can be performed and the Property Maintenance Code can be enforced if there are issues, and the potential for lost revenue as a result of missed earned income tax will be reduced. Ms. Steel advised that there is a PA Landlord/Tenant Act which outlines what minimum standards landlords must adhere to (heat, electricity, etc.) Mr. Ragan advised that the PC needs to look at what’s in the Property Maintenance Code and compare it to a possible Ordinance. It was discussed that it might be a good idea to do a Certificate of Occupancy inspection when properties are transferred. Mr. Ragan also advised that we need to discuss Township liability with Sam McMichael. Also, Mr. Ragan advised that he will meet with Trish Fagan and Kyle Bendler to compare the Property Maintenance Code and the Oxford Ordinance to see how difficult it would be to enforce.
Solar & Wind
Mr. Ragan advised that there is an issue with solar ground mounts in Thunder Hill. The question is regarding whether the ground mounts are considered impervious.
Mr. Ragan suggested that the members read all handouts distributed this evening by the January meeting, then prioritizing them in January.
On a Motion made by Mr. Barto, seconded by Ms. Steel and approved unanimously, the meeting adjourned at 8:27 pm.
