The New London Township Board of Supervisors Regular meeting convened at 7:00 PM at the New London Township Building, New London, PA. The following Supervisors were present: Gerry Porter, Chairman; Dale Lauver, Vice Chairman; and Mary Anne Steel, Supervisor.
PUBLIC COMMENT
There was no public comment on Agenda items.
2023 West Grove Fire Company Contract
A motion was made by Gerry Porter, seconded by Dale Lauver, to approve the 2023 West Grove Fire Company Agreement. The vote was unanimous.
SECRETARY’S REPORT
Regular Meeting Minutes
On a motion by Gerry Porter, seconded by Mary Anne Steel, the November 3, 2022 Board of Supervisors Regular Meeting Minutes were approved. The vote was unanimous.
Treasurer’s Report
On a motion by Dale Lauver, seconded by Mary Anne Steel, the December bills were approved for payment and the financial reports were approved as presented. The vote was unanimous.
STAFF REPORTS
Planning Commission
Planning Commission Chairman, Ron Ragan, reported that the Planning Commission received two separate land development plans for Thunder Hill Meadows. We also received a land development plan for John W. Price which will be reviewed at the next meeting. Ron advised that the Planning Commission will meet for business and then celebrate their Christmas Party.
Engineer’s Report
The New London Township Engineer, Ron Ragan, reported the following:
MS4 – Ron will work on the annual report. PennDOT is moving forward with the East Nottingham Township project.
Pennock Bridge Road Bridge – Ron spoke with Al Federico and until we get a handle on the design of the bridge. he can’t work up an accurate estimate. The Board agreed to Ron’s suggestion to do a hydraulics calculation. Ron will report his findings at the January 2023 meeting.
Stormwater Ordinance – The Township Solicitor is reviewing the definitions of the Ordinance.
Thunder Hill Subdivision – The pipe to and from the stormwater basin number two (2) is rusting out. Ron will meet with Chris Wood of Page Excavating and the Thunder Hill Home Owner’s Association to discuss what can be done.
School Road – The resident showed pictures to Ron of stormwater run off erosion in his pasture. Ron advised that he will meet with the resident to talk about the possibility of installing a pipe to carry water run off from the corner of the house to discharge to the stream.
New London Township Park – The pump on the well runs for several hours a day.
Emergency Management
The New London Township Emergency Management Coordinator, Dave Flad, reported that he attended the County EMC meeting about the new learning management system. The state will be revising new certification requirements. The Comcast router upstairs has been pulled out and the Township should no longer be charged. Frecom will be replacing the antenna and cable on the front of the Township building. There will be two (2) antennas instead of one (1). They will make sure it is aesthetic pleasing.
Property and Building Use
Gerry Porter advised that 815 West Avondale Road has only a half tank of oil. The Township Assistant Secretary will call to schedule an oil delivery.
Zoning Report
The New London Township Zoning Officer, Trish Fagan reported that six (6) building permits were issued in November. There was one (1) single family dwelling permit issued.
Trish reported to the Board of Supervisors that Richard Hicks is interested in the Zoning Officer position. It was decided that the Board of Supervisors would like to meet with Mr. Hicks at their December work meeting. Trish will contact Mr. Hicks to confirm whether or not he can attend the meeting.
OLD / NEW BUSINESS
Masons – James Herztog
James Herztog thanked the Board of Supervisors for their support.
Kirk Property
It was agreed to have Mary Anne Steel contact John Strickland to have an appraisal done on the Kirk Property.
