NEW LONDON TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES FEBRUARY 6, 2024

The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairperson; Dale Lauver, Vice Chairman; and Dale Yates, Supervisor.

PUBLIC COMMENT

No public comment on agenda items.

Barbara DePaul

Township resident, Barbara DePaul, of 304 Clearfield Drive, Lincoln University, PA  19352 advised the Board of Supervisors that she would like to purchase the piece of land next to her property which shows as an easement on the original subdivision plan.  There was some concern as to who actually owns the easement.  It was agreed to have the Township Solicitor, Winnie Sebastian, research the property to see who actually owns the parcel.  The Board of Supervisors advised Mrs. DePaul they will reach out to her after the Solicitor’s review.

Short Term Rental Ordinance Draft

Kristin Camp’s Associate was present and spoke for Township resident, Amy Stegeman.  He asked the Board of Supervisors exactly what they would like to see added to the original Short Term Rental Ordinance Draft that was presented to the Planning Commission.  Some of the concerns mentioned were related to open space conservation, inspections, and the safety concerns for the guest who may be renting the facility.  It was agreed these concerns would be added to the Short Term Rental Ordinance Draft.  The edited draft will then go to the Planning Commission for review.

R – 1, R – 2, RA Omnibus Ordinance Amendments

The Township Planning Commission Chairman, Ron Ragan, advised the Board of Supervisors that the Planning Commission recommends that part of the Omnibus Ordinance Amendment Draft is ready for review by the Township Solicitor.

Motion was made by Dale Lauver, seconded by Dale Yates, to send the Omnibus Ordinance Draft Chapters 1, 2, and 4 along with the Definitions Section to the Township Solicitor, Winnie Sebastian, for review.  The vote was unanimous.

Resolution No.  2024-2-1

Motion was made by Dale Lauver, seconded by Dale Yates, to approve as amended.  Resolution No.  2024-2-1 approving the Township fee schedule.  The vote was unanimous.

2024 SPCA Contract

It was agreed to table this issue to the next Board of Supervisors meeting.

ADMINISTRATIVE ACTIONS

SECRETARY’S REPORT

Regular Meeting Minutes

Motion was made by Dale Lauver, seconded by Dale Yates, to approve the January 2, 2024 Board of Supervisors Meeting Minutes.  The vote was unanimous.

Treasurer’s Report

Motion was made by Dale Lauver, seconded by Dale Yates, to approve the February 2024 bills for payment and financial reports were accepted.  The vote was unanimous.

ADMINISTRATIVE REPORTS

Engineer’s Report

MS4 – Township Engineer, Ron Ragan, told the Board of Supervisors that he would need seven (7) days of dry weather to complete the BMP’s inspections.  He would like to begin the inspections as soon as weather permits.

TMDL – Ron said the TMDL was submitted to the EPA and we have not heard from them.

PennDOT’s Stream Restoration Project in East Nottingham Township – Ron advised that the Township never did receive a bill for the reduction load credits.  The Township signed a Resolution stating that we wanted to be on the list to receive credits.  Ron will check with the Township Solicitor, Winnie Sebastian, as she acknowledged that she did receive the signed Resolution.

Meadowcroft Knoll Subdivision – Ron mentioned that he will coordinate with Mike Harlan, the Township Contractor, to inspect the inlet box.

Walnut Glenn Road Bridge – Ron observed a dip on the Route 896 side of the bridge some time ago and now there is a dip all the way across.   The Board of Supervisors gave Ron permission to have the Township Road Contractor, Mike Harlan, and the Township Road Master, Gerry Porter, to take a look at it.

Planning Commission

Ron Ragan, Chairman of the Township Planning Commission said the Kirk Farm property can not be subdivided until the Township makes changes to the Village District Zoning Section.  There was some discussion to have the task force formed to start working on amending the Ordinance.

Emergency Management

Township Emergency Management Coordinator, Dave Flad, advised the state would like all Emergency Management Coordinators to take a course about a FEMA tool for planning purposes.  There is a big push to make cyber threats as part of the emergency operation planning.

Road Master Report

Township Road Master, Gerry Porter, advised the Board of Supervisors with the 2024 Proposed Road Projects List.  He did say that some other projects may get added to the list if needed.  The Township had two (2) snow events with no issues.  There was a rain and wind storm which fell a large tree on State Road.   The Township road contractor was able to remove the tree to the side of the road.  There have been several road signs replaced due to the wind damage.   He did mention that the Township salt shed will need to be painted and the trim around the garage door will need to be repaired.    Gerry also advised that work was to begin on the Camp Bonsul Road Bridge this year but he has not heard any news from the County.

Zoning Report

Township Secretary, Maureen Zdun, reported there were four (4) building permits issued in January.  There were no single family dwelling building permits issued.

OLD / NEW BUSINESS

New London Township Park

There was some discussion regarding cleaning up some brush along with debris piles in the park.  It was agreed to rent a skid loader to have the Park Steward clean up certain areas.

New London Township Clean Up Day

It was mentioned that the New London Township Clean Up Day is scheduled for Saturday,

April 6, 2024.

The meeting was adjourned at 9:00 PM.
