REGULAR MEETING MINUTES

JUNE 4, 2024

 

 

The New London Township Board of Supervisors Regular Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairperson and Dale Yates, Supervisor.   Dale Lauver, Vice Chairman, was not present.

 

 

Executive Session Meeting

Chairperson, Mary Anne Steel, announced that there will be an Executive Session after tonight’s meeting.

 

 

PUBLIC COMMENT

No public comment on agenda items.

 

David Payne Avon Grove Library

David Payne, the Avon Grove Library Director, addressed the Board of Supervisors about a project to encourage use of parks that are located in the area.  He would like New London Township’s Park to be a part of this project.  He explained that the library will purchase and assemble back packs and kits containing nature guides, maps of the local parks, and various tools for children and families to explore the outdoors.

 

Mr. Payne is requesting for the Township to provide a map of the park’s trails.  Ron Ragan, the Township Engineer, said we should have a CAD file that can be converted to maps.  Ron suggested we should also show areas that will be developed later.  Chairperson, Mary Anne Steel, suggested to have the Township Landscape Architect, Martha Straus, contact Mr. Payne.  Mr. Payne will follow up with the Township Secretary, Maureen Zdun.

 

2023 Municipal Audit Report

A Motion was made by Mary Anne Steel, seconded by Dale Yates, to approve the 2023 Municipal Audit completed by Kaitlyn Corcoran of K C Business Books.  The vote was unanimous.

 

Hedge Apple Hill Escrow Release Approval

A Motion was made by Mary Anne Steel, seconded by Dale Yates, to release the Hedge Apple Hill Subdivision Performance Guarantee Release number nine (9) for the amount of $97,385.75.  on condition upon compliance with the landscape architects site review and report.  The vote was unanimous.

 

State Road Tree Removal Agreement

A Motion was made by Mary Anne Steel, seconded by Dale Yates, to approve the State Road Tree Removal Agreement with PECO.  The vote was unanimous.

Wheatland Farms Public Meeting Discussion

A Motion was made by Dale Yates, seconded by Mary Anne Steel, to have the Township Solicitor, Vince Pompo, schedule the Wheatland Farms Public Meeting June 24, 2024.  The vote was unanimous.

 

Signal Service Agreement

A Motion was made by Mary Anne Steel, seconded by Dale Yates, to approve the Signal Service Agreement dated July 2024.  The vote was unanimous.

 

Definitions Draft Review

There was some discussion regarding the Definitions Draft.   It was agreed to have the Board of Supervisors review the Definitions Draft before the Planning Commission Work Meeting.

 

457 b Pension Plan

The Township has researched pension options for the Township Secretary / Treasurer who is entitled to a pension plan and has agreed to participate in the PSATS State Pension Fund.

 

A Motion was made by Dale Yates, seconded by Mary Anne Steel, to approve the

Resolution No.  2024 – 6 – 1 to approve New London Township to participate in

the PSATS 457 b pension plan.  The vote was unanimous.

SECRETARY’S REPORT

 

Regular Meeting Minutes

Motion was made by Dale Yates, seconded by Mary Anne Steel, to approve the May 7, 2024 Board of Supervisors Meeting Minutes.  The vote was unanimous.

 

Treasurer’s Report

Motion was made by Dale Yates, seconded by Mary Anne Steel, to approve the June 2024 bills for payment and financial reports were accepted.  The vote was unanimous.

 

ADMINISTRATIVE REPORTS

 

Engineer’s Report

MS4 – Township Engineer, Ron Ragan, advised the Board of Supervisors that he has not heard from the DEP.

 

Stream Restoration Project – Mr. Ragan advised that the Kirk Farm Property is too small for the stream restoration with the White Clay Creek Project.

 

Pennock Bridge Road Bridge – The Township Solicitor has submitted the Agreement with PennDOT.

 

 

Planning Commission

Ron Ragan, Chairman of the Township Planning Commission reported there are no new subdivisions.  Work continues on the Definitions Draft.  The Omnibus Draft continues to be worked on.

 

Road Master Report

Gerry Porter, the Township Road Master, reported the following:

 

Saginaw Road – The ditch along John Stoltzfus property has been repaired.

 

Kirks Mill Road – A pipe was replaced and extended out and a wing wall was added.

 

Mr. Porter mentioned there are spots to be repaired along the edge of the road on West Avondale Road, Mount Hope Road, and Thunder Hill Road.

 

Walnut Glen Road Bridge – was inspected by Gerry Porter, Township Engineer, Ron Ragan, and the Township Road Contractor, Mike Harlan.  Ron would like to do a coring to see what is going on.

 

Building and Property

The Township Park Steward had inspected the Kirk Farm house and advised that more of the barn roof was blown off.  There are vines growing near the porch.

 

Zoning Report

Township Secretary, Maureen Zdun, reported there were five (5) building permits issued in May.  There was one single family dwelling building permit issued.

 

OLD / NEW BUSINESS

 

Board of Supervisors Work Session Meeting

Chairperson, Mary Anne Steel, announced there may need to be a Board of Supervisors Work Session Meeting this month.  Ms. Steel will check with the Township Solicitor.

 

Large Scale Printer Scanner

Township Secretary, Maureen Zdun, recommended to the Board of Supervisors that it was not necessary to purchase a large scale printer scanner for the Township office.  It was agreed to take the large plans that need to be scanned to the Township’s electronic filing system to Kennett Square Copy.

 

New London Township Park

Township Landscape Consultant, Martha Straus, asked the Board of Supervisors to increase the Park Steward’s weekly hours from six (6) to ten (10).

 

A Motion was made by Dale Yates, seconded by Mary Anne Steel, to increase the Township Park Steward’s weekly hours from six (6) to ten (10).  The vote was unanimous.

 

The meeting was adjourned at 8:00 PM.
