NEW LONDON TOWNSHIP BOARD OF SUPERVISORS ORGANIZATION MEETING MINUTES January 9, 2025

The New London Township Board of Supervisors Organization Meeting convened at 6:00 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Mary Anne Steel, Chairman and Dale Yates, Supervisor.  Dale Lauver, Vice Chairman was not present.

Appointment was made of temporary Chairman, Ron Ragan.

Nominations for Chairman of the Board for 2025.

On a motion made by Dale Yates, seconded by Mary Anne Steel, Mary Anne Steel was appointed as Chairman of the Board of Supervisors.  The vote was unanimous.

On a motion made by Dale Yates, seconded by Mary Anne Steel, the nominations for Chairman of the Board of Supervisors were closed.  The vote was unanimous.

Newly Elected Chairman assumes his position.

Nominations for Vice Chairman of the Board for 2025.

On a motion made by Mary Anne Steel, seconded by Dale Yates, Dale Lauver was appointed as Vice Chairman of the Board of Supervisors.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the nominations for the Vice Chairman of the Board of Supervisors were closed.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the following appointments were approved.  The vote was unanimous.

On a motion made by Mary Anne Steel, seconded by Dale Yates, the meeting dates for the Board of Supervisors and Planning Commission for 2024 are set as follows by unanimous vote:

Board of Supervisors Regular Meeting            1st  Tuesday of each month

Board of Supervisors Work Meeting           3rd Wednesday of each month

Planning Commission Regular Meeting     2nd Wednesday of each month

Planning Commission Work Meeting             Last Tuesday of each month

On a motion made by Dale Yates, seconded by Mary Anne Steel, the set mileage reimbursement rate is 70 cents per mile for 2024.  The vote was unanimous.

On a motion made by Dale Yates, seconded by Mary Anne Steel, the voting delegate for the 2025 State Convention is Maureen Zdun or Appointee.  The vote was unanimous.

On a motion made by Dale Yates, seconded by Mary Anne Steel, the newspapers of record for 2025 are the Southern Chester County Weeklies and the Daily Local News.  The vote was unanimous.

PUBLIC COMMENT

There was no public comment on Agenda items.

Resolution No.    2025 -1 – 1 Public Safety Providers

A motion was made by Dale Yates, seconded by Mary Anne Steel, to approve

Resolution No.  2025 – 1 – 1 Public Safety Providers.  The vote was unanimous.

2025 New London Township Landscape Consultant Service Agreement

A motion was made by Dale Yates, seconded by Mary Anne Steel, to approve the 2025 New London Township Landscape Consultant Service Agreement with Straus Associates.  The vote was unanimous.

2025 West Grove Fire Company Agreement

A motion was made by Dale Yates, seconded by Mary Anne Steel, to accept the 2025 West Grove Fire Company Agreement.  The vote was unanimous.

Village Force Main Agreement

There was some discussion regarding this matter.

SECRETARY’S REPORT

Regular Meeting Minutes

On a motion made by Dale Yates, seconded by Mary Anne Steel, the December 3, 2024 Regular Meeting Minutes were approved.  The vote was unanimous.

Treasurer’s Report

On a motion made by Dale Yates, seconded by Mary Anne Steel, the January bills were approved for payment and the financial reports were approved as presented.  The vote was unanimous.

STAFF REPORTS

Engineer’s Report

The New London Township Engineer, Ron Ragan, reported the following:

MS4 – The annual permit fee is $ 2,500.00.

Pennock Bridge Road Bridge – Ron will contact Marjorie Paris since we have not heard from PennDOT.

London Grove Township Land and Stream Restoration Project – If London Grove Township participates in a stream restoration project than neighboring Townships may be able to purchase some credits.  Ron will report more information after he attends a meeting next week.

Kirk Farm Property – Ron Ragan presented subdivision options for the property.  There was some discussion regarding this matter.  It was agreed to table until the next meeting.

Planning Commission

The New London Township Planning Commission Chairman, Ron Ragan, reported that the Anthony Borreggine Subdivision should be acted on at the next Planning Commission Meeting.

The New London Township Village Ordinance Task Force will meet next on January 21, 2025.

The Ordinance Amendments were sent to Chester County for review.

Road Master Report

The New London Township Road Master, Gerry Porter, reported the following:

Storm – There were three (3) mailboxes that were damaged by the plows.  It was agreed to have the home owner repair the mailbox.  It was also agreed to reimburse the home owner up to $ 75.00 for the mailbox.  There were a few calls about snow drifting on the roads after they were plowed.  The Township Road Contractor, Harlan Construction, took care of it.

Camp Bonsul Road Bridge – Mr. Porter attended the Camp Bonsul Road Bridge meeting and gave an over view of the progress on the bridge.

896 Road Project – Mr. Porter gave an over view of the 896 Road Project Meeting that he had attended.  He did explain that some of the original detours were changed.  The job is expected to go to bid some time in 2025.  The job start date is expected to be in 2026.

Zoning Report

The New London Township Secretary, Maureen Zdun reported that thirteen (13) building permits were issued in December.  There was one (1) single family dwelling building permit issued.

OLD BUSINESS / NEW BUSINESS

815 West Avondale Road, West Grove, PA   19390

Board of Supervisors Member, Dale Yates, reported he received a verbal quote of around $ 11,500.00 to demolish the house.  Depending on other factors this price could increase.

There was some discussion of subdividing the house and an acre.

Big Elk State Park

There was some discussion about drafting a letter to support the Big Elk Preserve staying a preserve and not a park.  This was tabled to the next Board of Supervisors Meeting.

West Grove Fire Company

Board of Supervisor, Dale Yates, attended the West Grove Fire Company meeting and gave an over view of the possibility of the Avondale Fire Company and West Grove Fire Company to merge.

Building Permit Process

There was some discussion on improving the current building permit process.

The meeting was adjourned at 9:00 PM.
